COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 030501

 

Expressing the intent of the City to provide super TIF financing for the construction of a public parking facility to serve the Internal Revenue Service, United States Postal Service, Union Station, the Freight House District, and the public in support of the Pershing Road Redevelopment Tax Increment Financing Plan.

 

WHEREAS, the United States Internal Revenue Service (IRS) has received approval from Congress and the White House Office of Management and Budget to consolidate existing Greater Kansas City area operations at the Pershing Road Post Office; and

 

WHEREAS, the United States Postal Service has announced its intent to relocate its services and operations to the Union Station Kansas City, Inc. properties; and

 

WHEREAS, a proposed public parking garage will provide parking spaces for the IRS and Postal Service employees, patrons of Union Station, patrons of the Freight House District, and the public; and

 

WHEREAS, the Council in Ordinance No. 030401 approved the establishment of the Pershing Road Redevelopment Tax Increment Financing Plan, which includes the development of public parking facilities, and established a redevelopment area; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That, in addition to statutorily authorizing revenues under the Pershing Road Redevelopment Tax Increment Financing Plan, the Council hereby expresses its intent to annually appropriate and pay to the Developer (a) the additional amount of 20.91% of the total earnings taxes, and (b) the additional 50% of all other future economic activity taxes generated and collected within the Pershing Road Redevelopment Tax Increment Financing Plan, Projects Nos. 1 through 6, in the Redevelopment Area commonly referred to as super TIF, for the purpose of supporting the financing of the construction of a public infrastructure and a paring garage within the District which will provide public parking for the IRS, Post Office, Union Station, Freight House District, and the public.

 

Section 2. The City will permit the 1,500 car parking garage that is to be constructed on Union Station Kansas City, Inc. property to be owned by nongovernmental entities as required and permitted from time to time by agreements governing the ownership, use and operation of Union Station for the benefit of the Kansas City, Missouri Metropolitan Culture District Commission.

 

Section 3. Patrons of Union Station, the Freight House District, and other members of the public will be permitted to use the garage; subject, however, to the parking needs of the Post Office, the General Services Administration, and the Internal Revenue Service.
