RESOLUTION NO. 970794

 

Establishing heightened security of City facilities as a priority of the City Council and directing the City Manager to identify funding for the restoration of the Security Manager to the budget.

 

WHEREAS, the City operates numerous facilities and is responsible for the security of the staff, equipment, supplies and property at these sites; and

 

WHEREAS, the City's current security system lacks consistency and centralized coordination and administration; and

 

WHEREAS, security reviews conducted at several of these facilities identified existing and potential security deficiencies; and

 

WHEREAS, in response to these reviews, a security design team was formed and produced a conceptual plan for improving the City's security operations; and

 

WHEREAS, the implementation and ongoing administration of several of these recommendations requires centralized coordination and a higher level of expertise than presently exists on the City staff; and

 

WHEREAS, improvements in security procedures within existing budgetary expenditures for security will benefit the City in terms of lower insurance and damage and loss costs; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Council establish heightened security of municipal facilities as a recognized priority.

 

Section 2. That the City Manager identify funding within existing budgetary expenditures for security and initiate recruitment of a Security Manager.

 

Section 3. That the Security Manager shall report to the City Manager's Office and be responsible for the overall evaluation, coordination, administration and implementation of City-wide security measures.
