ORDINANCE NO. 160307

 

Authorizing an addendum to a cooperative agreement with Platte County and directing the City Manager to pursue all appropriate funding options for the purposes of funding the City’s share of the Twin Creeks Greenway.

 

WHEREAS, the City with the passage of Resolution No. 130443 created the Twin Creeks KC Task Force and approved a complex infrastructure investment in sanitary sewers which has been constructed and is now functional; and

WHEREAS, the City recognized the Twin Creeks KC Development Task Force for its hard work and dedication in creating a blueprint for quality development in this area, including the creation of neighborhood-focused commercial nodes and multimodal transportation options with the completion of the Twin Creeks KC Development Task Force Study; and

WHEREAS, a major component of the Twin Creeks KC Development Task Force final report and recommendations to the Council was implementation of a linear park and trail system which would connect to the Line Creek and 152 Trail systems to Platte Purchase Park; and

WHEREAS, the City is committed to building on these recommendations and the Area Plans to create a plan to implement strategic infrastructure investments that integrate natural features, promote unique development patterns, build civic space, promote sustainable design and construction to assure long term benefit and retention of each investment’s value; and

WHEREAS, in August 2000, Platte County citizens voted in favor of a 10 year sales tax initiative for parks, storm water, and trail purposes and in 2009 voted to renew the parks, storm water, and trail sales tax for another 10 years; and

WHEREAS, Ordinance No. 120505 authorized cooperative agreements with Platte County and Riverside to complete the southern segment of the Line Creek Trail between Vivion Road to Northwest 62nd Street which connected over 60,000 residents within 2 miles of the regional trail system; and

 

WHEREAS, this joint effort between the City and County resulted in the Line Creek Trail being fully connected from Vivion Road to Barry Road three years ahead of schedule; and

 

WHEREAS, the County wishes to partner with the City to aggressively implement the first phase of the Twin Creeks Greenway by connecting the Line Creek Trail, N.W. 108th Street, and Platte Purchase Park by 2020; and

 

WHEREAS, the Board of Parks and Recreation Commissioners approved this Addendum at their March 22, 2016 meeting; and

 

WHEREAS, City and County wish to enter an Addendum to the Agreement regarding the financing of the additional Trail Related Improvements, known as the Twin Creeks Greenway; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is hereby authorized to enter into and execute an Addendum to the Cooperative Agreement for Construction of Trail Improvements for the planning, development, and management of the Twin Creeks Greenway.

 

Section 2. That the Addendum is approved in a form substantially similar to that attached hereto.

 

Section 3. That the City Manager is hereby directed to pursue all appropriate funding options including but not limited to KCI Corridor Tax Increment Financing District, Federal Highway Administration Surface Transportation, Land and Water Conservation, and Recreational Trail Program Funds for purposes of funding the City’s share of the Twin Creeks Greenway.
