RESOLUTION NO. 081220
Directing the
City Manager to implement the recommendations set out in the April 21, 2008 report
of the CIMO Review Subcommittee.
WHEREAS, the Capital Improvements Management Office
(CIMO) was created to eliminate the backlog of capital projects that had been
created as a result of inadequate staffing and to develop and implement
Citywide standards for capital project delivery and administration; and
WHEREAS, as these goals have been largely
accomplished, the initial reasons for the creation of CIMO no longer exist; and
WHEREAS, the Finance and Audit Committee Chair
established a CIMO Review Subcommittee, comprised of councilmembers and City
staff, to review CIMO's structure and evaluate the model for future capital
projects; and
WHEREAS, this subcommittee reviewed documents
and analyses concerning CIMO operations and met with City staff who work with
CIMO in order to make recommendations for the structure of an ongoing capital
improvements delivery system; and
WHEREAS, the CIMO Review Subcommittee issued a
report on April 21, 2008, consisting of nine recommendations to improve both
capital project management and capital project support services; NOW,
THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That the City Manager is directed to
implement the recommendations from the April 21, 2008 CIMO Review Subcommittee
report.
