RESOLUTION NO. 951234, AS AMENDED

 

Directing the City Manager to study the alternatives for adult entertainment zoning and to develop a plan to identify a method for adult entertainment zoning or identify appropriate future locations for adult entertainment zoning.

 

WHEREAS, the appropriate location of adult entertainment uses is one of the most critical factors to the continued development of a liveable city; and

 

WHEREAS, the First Amendment to the United States Constitution provides certain protections for adult entertainment uses within any municipality: and

 

WHEREAS, there are many studies which document the "secondary effects" of adult entertainment uses, i.e. increased crime, diminished property values, and general neighborhood blight: and

 

WHEREAS, the Council desires that the City Manager study this issue to plan for the appropriate method for and location of zoning for adult entertainment uses; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Mayor and Council hereby direct the City Manager to study the alternatives for adult entertainment zoning and to develop a plan to identify a method for adult entertainment zoning or to identify appropriate future location for adult entertainment zoning within the City. The City Manager is directed to report to Council with his findings, recommendations and plan within thirty days.
