ORDINANCE NO. 130763

 

Authorizing acceptance of a $100,000.00 grant from PetSmart Charities; estimating revenue in the amount of $100,000.00; appropriating that amount to the General Fund account; and designating requisitioning authority.

WHEREAS, there are an estimated 116,234 dogs in Kansas City; 7,379 of which are estimated to be American Pit Bull and Pit Bull Terrier breeds; and

WHEREAS, the City of Kansas City Missouri requires mandatory spay and neutering of pit bull breeds; and

WHEREAS, Pit Bull breeds comprise approximately 20% of the animals found running at large and impounded into the Kansas City Animal Shelter; and

WHEREAS, it is believed more pet owners of pit bull breeds would have their animal spayed/neuter if the procedure was free of charge; and

WHEREAS, the City of Kansas City, Missouri Animal Health and Public Safety Division was awarded a grant from PetSmart Charities for targeted spay/neuter surgeries of pit bull breeds in the 64130 and 64132 zip codes; and

WHEREAS, spay/neuter services supported by the grant will be available to Kansas City, Missouri residents residing in the 64130 and 64132, who own pit bulls and pit bull mixes with pet owners not being required to demonstrate financial need; and

WHEREAS, the City of Kansas City, Missouri, will use the grant funds to reimburse private veterinary hospitals up to $80.00 per pit bull/pit bull-mix’s neuter and license, up to $135.00 per pit bull/pit bull-mix spay and license. Nonprofit spay/neuter clinics will be reimbursed at a rate of up to $60.00 per pit bull/pit bull-mix neuter and license, up to $115.00 per pit bull/pit bull-mix spay and license; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Mayor and Council do acknowledge and accept the funds allocated by the PetSmart Charities in the amount of $100,000.00.

Section 2. That the revenue in the following account is hereby estimated in the following amount:

14-1000-570001-481395 PetSmart Charities Grant $100,000.00


Section 3. That $100,000.00 is appropriated from the Unappropriated Fund Balance of the General Fund to the following account in the General Fund:  

14-1000-575815-B-619080-G57PET13 PetSmart Charities Grant $100,000.00

Section 4. That the Director of Neighborhoods and Housing Services is authorized to execute, on behalf of the City, a grant agreement with PetSmart Charities in the amount of $100,000.00 using funds appropriated to Account No. 14-1000-575815-B.

Section 5. That the Director of Neighborhoods and Housing Services is designated as requisitioning authority for Account No. 14-1000-575815.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
