SUBSTITUTE FOR ORDINANCE NO. 160289
Authorizing the Director of
Neighborhoods and Housing Services to enter into contracts up to $4,921,824.00
with various organizations to provide public facility, housing, economic
development, homeless, youth, senior, and social services from Community
Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and
Emergency Solutions Grant (ESG) funding approved in the 2016 One-Year Action
Plan; authorizing the Director of Health to enter into contracts up to
$1,067,043.00 with agencies to provide transitional housing and rental
assistance from Homeless Opportunities for Persons with AIDS (HOPWA) funds
approved in the 2016 One-Year Action Plan; authorizing the Director of
Neighborhoods to enter into contracts up to $437,000.00 for Domestic Violence
Shelter Operations; authorizing the Director of Neighborhoods and Housing
Services to enter into a contract for $139,000.00 for the Continuum of Care
homeless planning; and designating requisitioning authority.
WHEREAS, on
March 16, 2016, through Resolution No. 160042, the Council approved the 2016
One-Year Action Plan; and
WHEREAS,
execution of contracts will provide needed housing services, public services,
facility improvements, and other services as outlined in the 2016 One-Year
Action Plan; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF
KANSAS CITY:
Section 1. That
the Director of Neighborhoods and Housing Services is authorized to enter into
and execute, on behalf of the City, contracts with the agencies identified and
the amounts indicated in the following sections to provide various services.
Copies of the contracts, in substantial form, are on file in the office of the
Director of Neighborhoods and Housing Services.
Section 2. That
the Director of Neighborhoods and Housing Services is authorized to expend up
to $692,243.00 from funds appropriated to the Community Development Block Grant
Fund in Account No. 17-2600-575324-B-G57CDBG16 to satisfy the cost of the
following public facilities contracts:

That the Director of Neighborhoods and Housing Services is designated as

17-2600-575308, 17-2940-575326, 17-1000-572034, 17-2470-572005 and
17-2580-575201.
Section 15.
That the Director of the Health Department is designated as requisition
authority for the following Account No. 17-2740-505004.
