COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 160289

Authorizing the Director of Neighborhoods and Housing Services to enter into contracts up to $4,921,824.00 with various organizations to provide public facility, housing, economic development, homeless, youth, senior, and social services from Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funding approved in the 2016 One-Year Action Plan; authorizing the Director of Health to enter into contracts up to $1,067,043.00 with agencies to provide transitional housing and rental assistance from Homeless Opportunities for Persons with AIDS (HOPWA) funds approved in the 2016 One-Year Action Plan; authorizing the Director of Neighborhoods to enter into contracts up to $437,000.00 for Domestic Violence Shelter Operations; authorizing the Director of Neighborhoods and Housing Services to enter into a contract for $139,000.00 for the Continuum of Care homeless planning; and designating requisitioning authority.

WHEREAS, on March 16, 2016, through Resolution No. 160042, the Council approved the 2016 One-Year Action Plan; and

WHEREAS, execution of contracts will provide needed housing services, public services, facility improvements, and other services as outlined in the 2016 One-Year Action Plan; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Director of Neighborhoods and Housing Services is authorized to enter into and execute, on behalf of the City, contracts with the agencies identified and the amounts indicated in the following sections to provide various services. Copies of the contracts, in substantial form, are on file in the office of the Director of Neighborhoods and Housing Services.

Section 2. That the Director of Neighborhoods and Housing Services is authorized to expend up to $692,243.00 from funds appropriated to the Community Development Block Grant Fund in Account No. 17-2600-575324-B-G57CDBG16 to satisfy the cost of the following public facilities contracts:

Sheffield Place $ 15,500.00

Amethyst Place, Inc. 50,000.00

Hispanic Economic Development Corporation of Greater KC 130,000.00

reStart, Inc. 150,000.00

Palestine Senior Citizen Activity Center 36,743.00

Rose Brooks Center, Inc. 75,000.00

Niles Home for Children 80,000.00

Community LINC 80,000.00

Section 3. That the Director of Neighborhoods and Housing Services is authorized to expend up to $175,000.00 from funds appropriated to the Community Development Block Grant Fund in Account No. 17-2600-575308-B-G57CDBG16 to satisfy the cost of the following economic development contracts:

Hispanic Economic Development Corporation of Greater KC $ 75,000.00

The Full Employment Council, Inc. 100,000.00

TOTAL $ 175,000.00

Section 4. That the Director of Neighborhoods and Housing Services is authorized to expend up to $1,250,000.00 from funds appropriated to the Community Development Block Grant Fund in Account No. 17-2600-575313-B-G57CDBG16 to satisfy the cost of the following housing rehabilitation contracts:

Ivanhoe Neighborhood Council $ 250,000.00

Neighborhood Housing Services of Kansas City, Inc. 250,000.00

Blue Hills Community Services Corporation 250,000.00

Northland Neighborhoods, Inc. 250,000.00

Westside Housing Organization, Inc. 250,000.00

Section 5. That the Director of Neighborhoods and Housing Services is authorized to expend up to $495,138.00 from funds appropriated to the Community Development Block Grant Fund in Account No. 17-2600-575312-B-G57CDBG16 to satisfy the cost of the following children and youth services contracts:

Section 6. That the Director of Neighborhoods and Housing Services is authorized to expend up to $53,190.00 from funds appropriated to the Community Development Block Grant Fund in Account No. 17-2600-575311-B-G57CDBG16 to satisfy the cost of the following social service contract:

That the Director of Neighborhoods and Housing Services is authorized to expend up to $544,459.00 from funds appropriated to the Community Development Block Grant Fund in Account No. 17-2600-575315-B-G57CDBG16 to satisfy the cost of the following homeless prevention and housing counseling contracts:

Section 8. That the Director of Neighborhoods and Housing Services is authorized to expend up to $49,320.00 from funds appropriated to the Community Development Block Grant Fund in Account No. 17-2600-575316-B-G55CDBG16 to satisfy the cost of the following senior services contract:

Section 9. That the Director of Neighborhoods and Housing Services is authorized to expend up to $613,548.00 from Emergency Solutions Grant funds appropriated to the Neighborhoods Grants Fund in Account No. 17-2580-575201-B-G57ESG16 to satisfy the cost of the following homeless services contracts:

That the Director of Neighborhoods and Housing Services is authorized to expend up to $1,048,926.00, including contingencies, from funds appropriated to the HOME Investment Fund in Account No. 17-2940-575326-B-G57HOME16 to satisfy the cost of the following housing development contracts:

Section 11. That the Director of Health is authorized to expend up to $1,067,043.00 from funds appropriated to the Housing Opportunities for Persons with Aids Fund in Account No. 17-2740-505004-B to satisfy the cost of the following transitional housing and rental assistance contracts:

Section 12. That the Director of Neighborhoods and Housing Services is authorized to expend up to $437,000.00 from funds appropriated to the Domestic Violence Shelter Operations Fund in Account No. 17-2470-572005-B to satisfy the cost of the Continuum of Care homeless planning contracts:

Section 13. That the Director of Neighborhoods and Housing Services is authorized to expend up to $139,000 from funds appropriated to the General Fund in Account No. 17-1000-572034-B to satisfy the cost of the Continuum of Care homeless planning contract:

Homeless Services Coalition of Greater Kansas City $ 139,000.00

Section 14. That the Director of Neighborhoods and Housing Services is designated as requisition authority for following Account Nos. 17-2600-575315, 17-2600-575312, 17-2600-575316, 17-2600-575324, 17-2600-575313, 17-2600-575311, 17-2600-575308, 17-2940-575326, 17-1000-572034, 17-2470-572005 and 17-2580-575201.

Section 15. That the Director of the Health Department is designated as requisition authority for the following Account No. 17-2740-505004.
