COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 130188

 

Amending the 2012 One Year Action Plan and authorizing submission of a Substantial Amendment to the U.S. Department of Housing and Urban Development for its consideration in order to program recaptured funding under the Troost Avenue Reconstruction project.

WHEREAS, on March 8, 2012, Council approved the City’s One Year Action Plan through Committee Substitute for Resolution No. 120159 and on July 12, 2012, approved Amendment No. 1 through Resolution No. 120591, and authorized the submission of said Plans to the U.S. Department of Housing and Urban Development (HUD); and

 WHEREAS, the submitted Plans were prepared pursuant to and in accordance with Title I of the National Affordable Housing Act of 1990, as amended, as well as the appropriate administrative rules and regulations promulgated and adopted under such Act; and

WHEREAS, the City desires to revise the Plan in order to provide up to $4,568,000.00 in City funds for public improvements as part of the Troost Avenue Reconstruction project, around The Colonnades at 27th Street, and Chelsea Avenue as part of the St. Michael’s Veteran’s Center; and

WHEREAS, these improvements meet a HUD National Objective by serving low- and moderate-income persons on a citywide and area basis, and the use of these non-federal funds for an eligible CDBG activity assists in de-federalizing activities in the Beacon Hill Redevelopment Area which will facilitate the revitalization of the neighborhood; and

WHEREAS, in order to reallocate and program this funding, the City must amend the One Year Action Plan; NOW THEREFORE;

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Substantial Amendment Number 2 to the 2012 One Year Action Plan prepared pursuant to the National Affordable Housing Act of 1990, as amended, a copy of which in substantial form is attached hereto, is hereby approved.

Section 2. That the Mayor, on behalf of the City of Kansas City, Missouri, is hereby authorized to execute and submit the aforesaid Substantial Amendment Number 2 to the United States Department of Housing and Urban Development.


 

Section 3. That the City Council hereby certifies that said Plan has been prepared and submitted to the U.S. Department of Housing and Urban Development pursuant to and in accordance with the Department’s rules and regulations, including but not limited to Title 24 Section 570.301 through and including 570.306 of the Code of Federal Regulations.
