RESOLUTION NO. 000178

 

Expressing the Council's intent to provide matching general funds annually with the impact fees collected pursuant to Chapter 39, Code of Ordinances, in order to provide for the orderly growth and development of the City, north of the Missouri river.

 

WHEREAS, the City engaged Duncan and Associates, as consultants, to complete an arterial impact fee study in order to collect impact fees which are based on the amount of new arterial street demand attributable to new development and the cost of providing the additional arterial street facilities needed to serve that new development; and

 

WHEREAS, Duncan and Associates completed the study which is entitled "Arterial Street Impact Fee Study, Phase One: North Service Area" (the Study) dated January, 2000; and

 

WHEREAS, Phase One of the Study includes the area of the City located north of the Missouri river and Phase Two will include the area of the City located south of the Missouri river; and

 

WHEREAS, the Study includes calculated costs of the arterial street system needed to accomodate new development and also includes calculated costs of the current deficencies of the arterial street system; and

 

WHEREAS, the impact fees which will be collected pursuant to Chapter 39 will address the arterial street system needs due to new development and the City will address the need for identifying funds to correct the existing deficencies of the arterial street system; and

 

WHEREAS, the Council hereby expresses its intent to match the impact fees collected pursuant to Chapter 39 with general funds to address the existing deficencies of the arterial street system for the area of the City located north of the Missouri river; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Mayor and Council hereby express their intent to annually match the impact fees collected pursuant to Chapter 39 with general funds to address the existing deficencies of the arterial street system for the area of the City located north of the Missouri river; which deficiencies are identified in the Duncan and Associates Study entitled "Arterial Street Impact Fee Study, Phase One: North Service Area" dated January, 2000.
