RESOLUTION NO. 100019
Stating
City Council support for the 2040 Adaptive Scenario developed by the
Mid-America Regional Council.
WHEREAS, the
Mid-America Regional Council has developed a 2040 Adaptive Scenario for projecting
population growth; and
WHEREAS, the
2040 Adaptive Scenario was presented before a joint meeting of the
Transportation and Infrastructure and Planning and Zoning Committees on
November 5, 2009; and
WHEREAS, the 2040
Adaptive Scenario assumes that local and regional policies promote development
and redevelopment of commercial areas into mixed-use centers along corridors
with sufficient densities and amenities to make them more walkable, bikeable,
and easily served by transit, thus resulting in less decline and greater
preservation of open space; and
WHEREAS, under
the 2040 Adaptive Scenario, the urban core's loss of people and jobs is
essentially eliminated and virtually all existing areas grow, including the
region's center cities, first suburbs and older town centers; and
WHEREAS, the
2040 Adaptive Scenario accommodates robust economic growth in a more fiscally
and environmentally sustainable manner, while improving access to economic opportunity
for all residents; and
WHEREAS, a vote
of support for the 2040 Adaptive Scenario will be sought at the February 12,
2010, meeting of the First Suburbs Coalition; NOW, THEREFORE,
BE IT RESOLVED
BY THE COUNCIL OF KANSAS CITY:
That the vote for
the City of Kansas City, Missouri, at the First Suburbs Coalition meeting be
recorded as supportive of the 2040 Adaptive Scenario.
