ORDINANCE NO. 970437

 

Amending Chapter 2, Administrative Code, Code of Ordinances, Article V, entitled "Departments", by repealing Division 19, Section 2-671, "Office of Environmental Management and Waste Minimization" and enacting in lieu thereof a new section of like number and subject matter to create Environmental Management as a City department.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That Chapter 2, Administrative Code, Code of Ordinances, Article V, is hereby amended by repealing Division 19, Section 2-671, "Office of Environmental Management and Waste Minimization" and enacting in lieu thereof a new section to read as follows:

 

Division 19

 

Section 2-671. Department of Environmental Management.

 

Pursuant to the provisions of Article III, Section 25 of the Charter of the City, there is hereby established a department to be known as environmental management. The officer in charge of such department shall be known as the director of environmental management, shall be appointed by the city manager, and shall have such duties, powers and authority as are prescribed herein or as may hereafter be prescribed by ordinance. Specifically the director of environmental management shall oversee, direct and manage compliance with environmental laws and city policies by all city departments and recommend environmental policies where appropriate. Such director shall also oversee, direct and manage the city's environmental programs and initiatives, including but not limited to litter and pollution prevention, solid waste management and waste minimization strategies applicable to both city operations, municipal services and public outreach. In addition, the director shall perform such functions and provide such services as required by the city manager or by ordinance. Environmental management shall provide staff support to such environmental commissions or committees as may from time to time exist by city ordinance or resolution and shall be available to advise other city commissions as required.
