RESOLUTION NO. 090252

 

Directing the City Manager to identify funding for the Aim 4 Peace and youth advocacy programs, to develop and implement a streamlined incentive review process, to identify funding to maintain the current level of uniformed police officers, and to use appropriate federal funds in connection with the City's housing program; stating the Council's intent to work with entities impacted by budget reductions to identify creative funding solutions; stating the Council's intent to fund general fund supported operations in a manner which does not worsen the structural budget problems; and directing the City Manager to report to the Council on a monthly basis on the implementation of this resolution.

 

 WHEREAS, the City of Kansas City has developed a back to basics budget for the fiscal year that begins May 1, 2009; and
 
 WHEREAS, this budget has required the City Council to make over $87 million in difficult funding choices to continue to provide services to residents that make Kansas City a thriving and diverse city where people choose to live, work, and play; and 
 
 WHEREAS, this budget provides more money for basic infrastructure maintenance, protects the most basic City services such as trash collection, property code enforcement, animal control, and streets, and park maintenance; and
 
 WHEREAS, this balanced budget requires reductions in public safety, a wage freeze for all City employees, employee benefit reductions, and other position reductions totaling over 6% of the non-public safety workforce; and
 
 WHEREAS, while the budget has been approved, more work still needs to be done to insure that services important to City residents are continued in the community; NOW, THEREFORE,
 
 BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
 
 Section 1. That the City Council hereby directs the City Manager to identify interim funding for the Aim 4 Peace program for no more than three months out of current year Health Levy or Health Department resources until grant funding or non-City resources can be identified. 
 Section 2. That the City Council hereby directs the City Manager to secure stimulus funds for the administration of a consolidated youth advocacy program. 
 
 Section 3. That the City Council directs the City Manager to work with the Economic Development Corporation (EDC) to develop and implement a streamlined incentive review process that is consistent with the Citys approved Economic Development Incentive Policy. This incentive review should incorporate best practice and rigorous analysis and review by both the City Finance Department and EDC so that economic development incentive programs can be fairly and efficiently evaluated by the City.
 
 Section 4. That the City Council directs the City Manager to identify stimulus funds and other City resources that may be redirected in recognition that maintaining current levels of uniformed officers is the City Councils highest priority. 
 
 Section 5. That the City Council directs the City Manager to identify equivalent vacant and funded positions within the organization that could be made available to place the less than 20 filled labor positions that have been identified for elimination in this budget.
 
 Section 6. That the City Council directs the City Manager to use all appropriate federal funds including stimulus resources to insure that the staffing needs of the Housing and Community Development Department are met and that the transition of the Citys housing assets from the receiver to the City of Kansas City continues unabated and in full compliance with current HUD regulations. 
 
 Section 7. That the City Council hereby states its intent to work collaboratively with all entities impacted by these budget reductions to identify creative funding solutions to insure that the City meets its commitments now and in the future. 
 
 Section 8. That the City Council states its intent to minimize the use of one-time resources or reallocating capital funds to support operations normally supported by the General Fund to insure that the Citys structural budget problems are not worsened in future years.
 
 Section 9. That the City Council hereby directs the City Manager to report back to the Council on a monthly basis as to the implementation of this resolution.

 

Section 10. That the City Council directs the City Manager to identify potential alternative non-General Fund funding to support the Citys dispute resolution efforts.
