COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 990677

 

Authorizing acceptance of grants in the amount of $15,935,000.00 for implementation of the 1999 Consolidated Action Plan; authorizing execution of the U.S. Department of Housing and Urban Development Funding Approvals; establishing the Community Development Fund - Year 25"; estimating revenue in the Community Development Fund - Year 25 in the amount of $11,894,000.00; appropriating $11,894,000.00 to various accounts within the Fund; estimating revenue in the HOME Investment Fund in the amount of $2,824,000.00; appropriating $2,824,000.00 to the HOME Investment Grant - 00 account within the Fund; estimating revenue in the HOPWA Fund in the amount of $813,000.00; appropriating $813,000.00 to the HOPWA - 00 accounts within the Fund; and designating requisitioning authorities.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Mayor, on behalf of the City of Kansas City, Missouri, is hereby authorized to accept the 1999 Consolidated Grants for the Community Development Block Grant Program, the HOME Investment Partnership Act Program, the Emergency Shelter Grant Program and the Housing Opportunities for Persons With AIDS Program, in the total amount of $15,935,000.00, pursuant to and in accordance with Title I of the National Affordable Housing Act of 1990, as amended, and applicable administrative rules and regulations promulgated and adopted under such Act.

 

Section 2. That the Mayor is hereby authorized to execute the U.S. Department of Housing and Urban Development Funding Approvals necessary to carry out the Grants identified in Section 1 above.

 

Section 3. That there is hereby established within the City's accounting system, a fund within the special revenue group, to be entitled "Community Development Fund - Year 25", and to be numerically identified as "269".

 

Section 4. That the revenue in the following accounts of the Community Development Fund - Year 25 is hereby estimated in the following amounts:

 

00-269-055-7715 Community Development Grant Year 25 $11,394,000.00

00-269-055-5812 Program Income 500,000.00

TOTAL $11,894.000.00

 

Section 5. That the sum of $11,894.000.00 is hereby appropriated from the Unappropriated Fund Balance of the Community Development Fund - Year 25 to the following accounts in said Fund:

Section 9. That the Director of the Department of City Development is hereby designated as requisitioning authority for Account No. 00-269-064-2000 and that the Director of the Department of Neighborhood and Community Services is hereby designated as requisitioning authority for Account Nos. 00-269-057-2340 and 00-269-057-2510.

 

Section 10. That the revenue in the following account of the HOPWA Fund is hereby estimated in the following amount:

Section 11. That the sum of $813,000.00 is hereby appropriated from the Unappropriated Fund Balance of the HOPWA Fund to the following accounts in the HOPWA Fund:
