COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 191029

 

Stating the intent of the City Council regarding the use of the property under consideration for purchase located at the southwest corner of W. 12th Street and Broadway.

 

WHEREAS, the City desires to purchase property at the southwest corner of W. 12th Street and Broadway; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Council hereby declares its intentions for the site and any proposed City project on the site as follows:

 

1)                  Subject to future City Council action, any project may be of a mixed-use nature, incorporating commercial, residential and/or retail use.

 

2)                  Any project will be required to meet standards of Chapter 88, Zoning and Development Codes which includes providing space at the ground level to provide for an active urban street.

 

3)                  Any project will go through a public process and allow for public testimony and input.

 

4)                  Any project will be presented to the City Council and will apply reasonable, industry-accepted, good urban planning practices and guidelines, as determined applicable by the City Planning and Development Department, with an emphasis on sustainability, livability, a healthy neighborhood, and a welcoming streetscape.

 

5)                  Subject to future City Council action, the parking structure may be designed so that it can be adapted into housing, office, or some other use should the needs for the site change.

 

6)                  The City will collaborate with nearby businesses, apartment owners, and other stakeholders to maximize the use of the parking structure and to reduce the need for additional parking in future nearby developments.
