RESOLUTION NO. 180106

 

Approving the Country Club/Waldo Area Plan as a guide for the future development and redevelopment of the area bounded generally by 55th Street on the north, the Paseo Boulevard and Troost Avenue on the east, 85th Street on the south, and State Line Road on the west; repealing and replacing the South Central Area Plan, the Country Club Area Plan, the Ward Parkway Corridor Study, the Waldo Area Plan, the 63rd Street Corridor Land Use and Development Plan, and the Troost Corridor Action Plan; amending the Troost Corridor Redevelopment Plan by removing the future land recommendations and replacing with reference to the Country Club/Waldo Area Plan; amending the Swope Area Plan by changing the Land Use Plan map in an area generally on the east side of Troost Avenue between Gregory Boulevard and 81st Street from “Mixed Use Neighborhood” and “Office” all to “Mixed Use Community”. WHEREAS, on March 21, 1980, the City Council by adoption of Resolution No. 51319 adopted the South Central Area Plan being the plan for development and redevelopment of that area bounded by Volker/47th Street on the north, 63rd Street on the south, Prospect Avenue on the east and Oak Street on the west; and

 

WHEREAS, the South Central Area Plan was amended on June 18, 1989, through the adoption of Committee Substitute for Resolution No. 63221; was amended on November 30, 1989, through the adoption of Resolution No. 64742; was amended on November 6, 1997, through the adoption of Resolution No. 971077; was amended on February 11, 1998, through the adoption of Resolution No. 981498; was amended on March 18, 1999, through the adoption of Resolution No. 990137; was amended on July 12, 2001, through the adoption of Resolution No. 010947; was amended on November 7, 2002, through the adoption of Resolution No. 021247; was amended on January 8, 2004, through the adoption of Resolution No. 031325; was amended on December 6, 2007, through the adoption Resolution No. 071219; was amended on October 2, 2014, through the adoption of Resolution No. 140770; was amended on July 23, 2015, through the adoption of Resolution No. 150520; was amended on January 7, 2016, through the adoption Resolution No. 150899; and was further amended on April 27, 2017, through the adoption of Resolution No. 170292; and

 

WHEREAS, on August 28, 1980, the City Council by Resolution No. 51866 adopted the County Club Area Plan as a guide for development and redevelopment of the area bounded by Volker Boulevard and Ward Parkway on the north, State Line Road on the west, Gregory Boulevard on the south, and Troost Avenue from Gregory Boulevard to 63rd Street and by Oak Street from 63rd Street to Volker Boulevard on the east; and

 

WHEREAS, said Country Club Area Plan was amended on December 23, 1981, through the adoption of Resolution No. 53516; was amended on February 13, 1987, through the adoption of Resolution No. 60437; was amended on June 1, 1989, through the adoption of Committee Substitute for Resolution No. 63220; was amended on May 23, 1991, through the adoption of Resolution No. 910195; was amended on June 8, 2000, through the adoption of Resolution No. 000629; was amended on August 1, 2013, through the adoption of Resolution No. 130518; was amended on February 20, 2014, through the adoption of Resolution No. 140106; was amended on June 11, 2015, through the adoption of Resolution No. 150442; was amended on June 18, 2015, through the adoption of Resolution No. 150466; and was amended on August 24, 2017, through the adoption of Committee Substitute for Resolution No. 170631; and

 

WHEREAS, on May 31, 1990, the City Council by Resolution No. 65477 adopted the Ward Parkway Corridor Study as a guide for development and redevelopment of that area bounded by 75th Street on the north, Bannister Road on the south, State Line Road on the west, and Ward Parkway on the east; and

WHEREAS, the City Council amended the Ward Parkway Corridor Study on March 2, 2017, through the adoption of Resolution No. 170125; and

 

WHEREAS, on February 11, 1999, the City Council by Resolution No. 990028 adopted the Waldo Area Plan as a guide for the future development and public investment within the area bounded by Gregory Boulevard on the north, 85th Terrace on the south, Troost Avenue on the east, and State Line Road on the west; and

 

WHEREAS, the Waldo Area Plan was amended on March 16, 2000, through the adoption of Resolution No. 000237; was amended on March 28, 2013, through the adoption of Resolution No. 130161; was amended on February 20, 2014, through the adoption of Resolution No. 140107; and was amended on March 23, 2017, through the adoption of Resolution No. 170168; and

 

WHEREAS, on November 7, 2002, the City Council by Resolution No. 021244 adopted the 63rd Street Corridor Land Use and Development Plan as a guide for the future development and redevelopment for the area generally bounded by Wornall Road on the west, Bruce R. Watkins Drive (U.S. Highway 71) on the east, 59th Street on the north, and Meyer Boulevard on the south; and

 

WHEREAS, the 63rd Street Corridor Land Use and Development Plan was amended on April 8, 2010, through the adoption of Resolution No. 100211; was amended on September 25, 2008, through the adoption of Resolution No. 080901; and was amended on October 2, 2014, through the adoption of Resolution No. 140770; and

 

WHEREAS, on December 16, 2004, the City Council by Resolution No. 041424 recognized the Troost Corridor Action Plan as the Southtown Council’s guide for the future development and redevelopment for that part of Kansas City, Missouri, that is generally bounded by Volker Boulevard to the north, Meyer Boulevard to the south, the Paseo Boulevard to the east, and Oak Street to the west; and

 

WHEREAS, the Troost Corridor Action Plan was amended on January 7, 2016, through the adoption of Resolution No. 150899; and

 

WHEREAS, on February 20, 2014, the City Council by Resolution No. 140108 recognized the Troost Corridor Redevelopment Plan: A Plan for a Sustainable Troost Avenue, as a guide for future redevelopment along Troost Avenue generally located between 27th Street on the north and 75th Street on the south; and

 

WHEREAS, on October 2, 2104, the City Council by Resolution No. 140770, adopted the Swope Area Plan as a guide for the future development and public investment within the area bounded by Brush Creek Corridor on the north, the Blue River Corridor and Swope Park on the east, the Trolley Track Trail Corridor on the south, and Troost Avenue/The Paseo Boulevard on the west; and

 

WHEREAS, the Swope Area Plan was amended on July 16, 2015, through the adoption of Resolution No. 150545; and

 

WHEREAS, after all interested persons were given the opportunity to present testimony, the City Plan Commission did on February 6, 2018, recommend approval of the Country Club/Waldo Area Plan; and

 

WHEREAS, the stakeholders in conjunction with the City Development Department have conducted a study delineating the characteristics of the Country Club/Waldo Area; and

 

WHEREAS, the Country Club/Waldo Area Plan has incorporated the policies of the FOCUS Kansas City Plan and other appropriate planning documents; and

 

WHEREAS, the policies within the Country Club/Waldo Area Plan, which will serve as the plan of record for this area, are consistent with the policies of the FOCUS Kansas City Plan, and any future amendments to the Country Club/Waldo Area Plan should be guided by and comply with the policy direction set forth in the FOCUS Plan; and

 

WHEREAS, as a result of the study, the City Development Department has proposed a framework for the orderly development and redevelopment within the Country Club/Waldo Area Plan area; and

 

WHEREAS, said framework provides a guide for future development and redevelopment of the area, for specific and general policies to guide future decisions, and for identification of public and private needs through the community and possible solutions to those needs; and

 

WHEREAS, the City Development Department has incorporated its findings in the Country Club/Waldo Area plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Country Club/Waldo Area Plan is hereby adopted as a guide for the future development and public investments for that area generally bounded by 55th Street on the north, the Paseo Boulevard and Troost Avenue on the east, 85th Street on the south and State Line Road on the west. A copy of the Country Club/Waldo Area Plan is attached hereto, in substantial form, and is hereby approved.

 

Section B. That the South Central Area Plan, Country Club Area Plan, Ward Parkway Corridor Study, Waldo Area Plan, 63rd Street Corridor Land Use and Development Plan, and Troost Corridor Action Plan are hereby repealed and replaced by the Country Club/Waldo Area Plan.

 

Section C. That the Troost Corridor Redevelopment Plan is hereby amended by removing the future land recommendations and replacing with reference to the Country Club/Waldo Area Plan.

 

Section D. That the Swope Area Plan is hereby amended by changing the land Use Plan map in an area generally on the east side of Troost Avenue between Gregory Boulevard and 81st Street from “Mixed Use Neighborhood” and “Office” all to “Mixed Use Community”.

 

Section E. That the Country Club/Waldo Area Plan is consistent and complies with the FOCUS Kansas City Plan, adopted on October 30, 1997, by Committee Substitute for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City Plan.

 

Section F. That the Council finds and declares that before taking any action on the proposed Country Club/Waldo Area Plan hereinabove, all public notices have been given and hearings have been had as required by law.
