ORDINANCE NO. 140050

 

Stating City Council support for improvements to Englewood Road including the US 169 interchange; and directing the City Manager to work with the Missouri Department of Transportation to prepare applications for the MoDOT Partnership Development Cost Share Program.

WHEREAS, Resolution 030211 approved the Kansas City Walkability Plan as a policy guide for increasing transportation choice in Kansas City by providing for direct, continuous, safe, pleasant, and secure pedestrian options throughout the City; and

 

WHEREAS, Resolution 110069 Expressed the Council’s support for the concept of “Livable Streets” as a means to promote great neighborhoods, healthy and active people and a thriving community; and

 

WHEREAS, Committee Substitute for Resolution 110030 adopted the Line Creek Area Plan which listed improvements to Englewood Road as a priority project; and

 

WHEREAS, the general area along Englewood Road has over 200 acres of available infill development property to be used for commercial and residential purposes; and

 

WHEREAS, the property available for infill development is served with water, sewer and transit service; and

 

WHEREAS, the street is unimproved with roadside ditches and inadequate facilities for pedestrians and bicyclists; and

 

WHEREAS, traffic congestion and safety issues at the US 169 interchange and inadequate traffic flow on Englewood Road are discouraging development in the area; and

 

WHEREAS, the Missouri Department of Transportation has expressed a willingness to partner with the City to fund the improvements if the City is able to provide matching funds; and

 

WHEREAS, the ownership group at the southeast corner of the US 169 interchange has expressed a willingness to partner with the City and MoDOT to fund improvements if the City is able to provide matching funds; and

 

WHEREAS, the City’s matching funds have been recommended by PIAC to be programmed in the 2019 fiscal year; and

 

WHEREAS, with the three way partnership, portions of Englewood Road will be improved to a boulevard with through traffic lanes in both east and west directions, a raised green center median, bicycle lanes, sidewalks, enclosed storm system with green solutions, and streetlights which will meet the goals and objectives of the Walkability, Living Streets, and Line Creek Area Plans; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Council expresses its support for improvements to Englewood Road from US 169 west to Waukomis Drive including the interchange of US 169 and Englewood Road.

 

Section 2. That the City Manager is hereby directed to work with the Missouri Department of Transportation to prepare applications for the MoDOT Partnership Development Cost Share Program.
