Establishing an Economically Distressed Areas Economic Development Task Force.


WHEREAS, the City has enacted a debt policy and a general economic development and incentive policy; and


WHEREAS, encouraging economic development activities within economically distressed areas often requires special and unique actions; and


WHEREAS, for all citizens of the City to enjoy the benefits of living within Kansas City special attention is required for the most challenged areas of the City; and


WHEREAS, the Council desires to place a focus directly on the required efforts necessary to provide new economic development activity in economically distressed areas of the City; NOW, THEREFORE,




Section 1. Task Force Established. That the Economically Distressed Areas Economic Development Task Force is established.


Section 2. Purpose of Task Force. The purpose of the Task Force is to obtain the input of the stakeholders in economic development in the community and to develop a plan to encourage the economic development of economically distressed areas of the City, which should include, but not necessarily be limited to, the following matters:


1.      Setting priorities for economic development in economically distressed areas in the city.

2.      Establishing a bottom-up structure that focuses on individuals, families, and neighborhoods.


Section 3. Membership of Task Force. That the Mayor shall appoint twenty members, including the designation of one chair person and one vice-chair, to the task force.


Section 4. Staff Assistance. That the City Manager is directed to provide the Task Force with appropriate professional and administrative support to complete its purpose.


Section 5. Report of Task Force. The Task Force shall provide a written report and its recommended plan to the Mayor and Council within six months of the appointment of the Task Force.
