RESOLUTION NO. 090461
Approving and adopting the City
of Kansas City, Missouris Energy Efficiency and Conservation Strategy required
for the United States Department of Energys Energy Efficiency and Conservation
Block Grant Program; and directing the City Manager to submit the strategy
together with the Citys application for formula grant funding and to implement
the strategy.
WHEREAS, the American
Recovery and Reinvestment Act of 2009 (Recovery Act) appropriated $3.2
billion for the United States Department of Energys Energy Efficiency and
Conservation Block Grant (EECBG) program, 42 U.S.C. 17151 et seq;
and
WHEREAS, the City, as
a unit of local government, is eligible to receive monies from the EECBG
program and has been allocated funds estimated in the amount of $4,823,200.00
in formula funding from which to carry out the intents of the program; and
WHEREAS, the purpose
of the EECBG program is to provide eligible entities the funding to develop
projects which reduce fossil fuel emissions created as a result of activities
within the jurisdictions of eligible entities; to reduce total energy use; and
to improve energy efficiency in the transportation, building, and other
appropriate sectors; and
WHEREAS, on May 21,
2009, the Council adopted Resolution No. 090356 approving specific projects for
inclusion in the Citys EECBG formula grant application; and
WHEREAS, Federal law
mandates as a condition of receipt of EECBG formula grant funds that the City
submit to the Secretary of the United States Department of Energy (the
Secretary) its proposed energy efficiency and conservation strategy for
approval; and
WHEREAS, the Council
wishes to promote energy efficiency and conservation in municipal operations
and throughout the City and the greater metropolitan area; and
WHEREAS, the City of
Kansas City, Missouris Energy Efficiency and Conservation Strategy is based
upon the goals, strategies, and measures in the Kansas City, Missouri Climate
Protection Plan, unanimously adopted by the City Council via Resolution No.
080754 on July 24, 2008, as well as current energy efficiency and conservation
activities by the City and other stakeholders in the greater metropolitan area;
and
WHEREAS, the City of
Kansas City, Missouris Energy Efficiency and Conservation Strategy promotes
regional collaboration on energy efficiency and conservation among local
governments and other public and private stakeholders throughout the greater
metropolitan area; and
WHEREAS, subject
to the Secretarys approval, Council approval and adoption of the Energy
Efficiency and Conservation Strategy and its inclusion with the Citys grant
application, will enable the City to receive up to 50% of the total EECBG
formula grant award as an initial disbursement; NOW, THEREFORE,
BE IT RESOLVED BY THE
COUNCIL OF KANSAS CITY:
Section 1. That the
City Council hereby approves and adopts the City of Kansas City, Missouris
Energy Efficiency and Conservation Strategy, a requirement for the United
States Department of Energys EECBG Program.
Section 2. That the
City Manager is directed to submit the City of Kansas City, Missouris Energy
Efficiency and Conservation Strategy to the United States Department of Energy
together with the Citys application for formula grant funding under the EECBG
Program and to implement the strategy.
