COMMITTEE SUBSTITUTE FOR
ORDINANCE NO. 001591
Approving
and designating Project 3D of the Parvin Road Corridor Tax Increment Financing
Plan as a Redevelopment Project; and adopting tax increment financing therein.
WHEREAS, the City Council of Kansas City,
Missouri by Ordinance No. 54556, passed on November 24, 1982, and thereafter
repealed and amended in certain respects by Committee Substitute to Ordinance
No. 911076, as amended, passed on August 29, 1991, created the Tax Increment Financing
Commission of Kansas City, Missouri (the Commission); and
WHEREAS, on December 14, 2000, the City
Council passed Ordinance No. 001638, which approved the Parvin Road Corridor
Tax Increment Financing Plan and designated the Redevelopment Area as an
economic development area (the Redevelopment Plan); and
WHEREAS, the Redevelopment Plan and
ordinances contemplate the implementation of the Redevelopment Plan through
separate Redevelopment Project Areas and the adoption of tax increment
financing in each of the areas selected for such Redevelopment Projects; NOW,
THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. All terms used in this
ordinance shall be construed as defined in Sections 99.800 to 99.865 of the
Revised Statutes of Missouri, as amended.
Section 2. The area selected for Parvin
Road Corridor Redevelopment Project Area 3D, legally described as follows:
All that part of the Northeast and
Northwest Quarter of Section 11, Township 50, Range 32, Kansas City, Clay
County, Missouri, being described as follows: Commencing at the Southeast
corner of the Northwest Quarter of said Section 11; thence North 0o1334
East, along the East line of said Northwest Quarter, 635.28 feet to a point on
the Northerly right-of-way line of the Burlington Northern Railroad, said point
being the True Point of Beginning of the tract to be herein described; thence
Southwesterly, along said Northerly right-of-way line, on a curve to the right,
having an initial tangent bearing of South 60o5042 West, a radius
of 2814.93 feet, an arc distance of 217.72 feet; thence North 0o2711
East, 1004.07 feet; thence North 33o4815 East, 342.95 feet; thence
South 89o1630 East, 302.01 feet; thence North 0o1334
East, 125.00 feet; thence South 89o1630 East, 145.01 feet; thence
South 0o1334 West, 125.00 feet; thence South 89o1630
East, 155.07 feet; thence North 48o3352 East, 26.40 feet; thence
North 41o2608 West, 195.00 feet; thence North 48o3352
East, 252.00 feet; thence South 41o2608 East, 195.00 feet; thence
North 48o3352 East, 25.00 feet; thence South 41o2608
East, 560.00 feet to a point on the Northerly right-of-way line of the
aforementioned Burlington Northern Railroad; thence South 49o1251
West, along said Northerly right-of-way line, 1026.57 feet; thence
Southwesterly, along said Northerly right-of-way line, on a curve to the right,
having an initial tangent bearing of South 50o1644 West, with a
radius of 2814.93 feet, an arc distance of 519.10 feet to the True Point of
Beginning. Containing 26.96 acres, more or less;
is approved and designated as Parvin Road
Corridor Project Area 3D.
