COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 971264

 

Authorizing the Director/Fire Chief to execute an agreement with the United States Government relating to the establishment of a Metropolitan Medical Strike Team capable of managing the human health consequences of a terrorist incident involving the use of weapons of mass destruction.

 

WHEREAS, Kansas City, Missouri, is one of 27 cities identified by the Nunn Lugar Initiative and by the U.S. Departments of Defense and Health and Human Services to establish a local Metropolitan Medical Strike Team which will respond, throughout the metropolitan area, to terrorist incidents arising from use of chemical, biological, and/or nuclear agents; and

 

WHEREAS, Kansas City, acting by and through its Fire Chief, has submitted a proposal, which the federal government has accepted for the development by the Fire Department of a Metropolitan Medical Strike Team system such as is contemplated by the Nunn Lugar Initiative passed by the United States Congress in the Spring of 1997; and

 

WHEREAS, in consideration of the satisfactory performance of the duties set forth in the Fire Department's proposal, Section C, federal government agencies agree to reimburse the Fire Department $300,000.00 and furnish up to $300,000.00 worth of equipment; and

 

WHEREAS, the Fire Department, acting in cooperation with federal, state and local authorities, is capable of overseeing the development and maintenance of a Metropolitan Medical Strike Team system which will manage the health consequences of a terrorist incident involving the use of weapons of mass destruction; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director/Fire Chief is hereby authorized to enter into and execute, on behalf of the City, an agreement between the United States Government and the City of Kansas City, a municipal corporation of the State of Missouri, relating to the development and maintenance of a Metropolitan Medical Strike Team system, which, by interfacing with federal, state and local authorities, will enable such system to respond to and manage the human health consequences of a terrorist incident involving the use of weapons of mass destruction or devices or methods which occurrence overwhelms the local capability or capacity to address the needs of the victims.

 

Section 2. The agreement shall include the provisions appearing in the Fire Department proposal, which the federal government approved, and is incorporated herein by reference to the attached summary analysis and outline of such proposal.
