RESOLUTION NO. 000796

 

Directing the City Manager to initiate and enforce an approval/denial process by which community development corporations receive their approved/denied single family new construction and purchase rehabilitation construction packages from the Department of Housing and Community Development within a 48 hour time frame, including an approval/denial letter and a gap financing approval/denial letter.

 

WHEREAS, the Citys Department of Housing and Community Development (HCD), in conjunction with the Housing and Economic Development Financial Corporation (HEDFC), has the authority to approve/deny all single family new construction and purchase rehabilitation construction packages submitted by community development corporations (CDCs); and

 

WHEREAS, HCD has committed to approving/denying said packages and submit approval/denial letters and gap financing letters to CDCs within a 48 hour time frame; and

 

WHEREAS, said packages currently are not approved/denied nor are letters sent to CDCs within the agreed to 48 hour time frame; and

 

WHEREAS, approved packages, approval letters and gap financing approval letters are essential to CDCs when conducting their business of rehabilitation and new construction; and

 

WHEREAS, CDCs play a vital role in the rehabilitation and rejuvenation of the neighborhoods and the housing stock for the areas they serve; and

 

WHEREAS, one of Kansas City, Missouris development strategies is to construct new single family housing to alleviate blighted and vacant lots and to encourage rehabilitation of older structures in the urban core; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council hereby directs the City Manager to initiate and enforce a 48 hour approval process for CDC construction packages and issuance of approval/denial letters and gap financing approval/denial letters.

 

Section 2. That the City Manager is hereby directed to prepare a monthly report regarding the status of all new single family and purchase rehabilitation construction projects funded through HEDFC and distribute it to all CDCs and City Councilmembers.
