SECOND COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 090308

Estimating revenue and reducing appropriations in the General Fund totaling $889,300.00; estimating revenue and appropriating $671,056.00 for additional debt service in the KC Downtown Redevelopment District; appropriating $32,576.00 in the Park Maintenance, Boulevard Maintenance, Trafficway Maintenance, and Community Center Funds for the purpose of paying property tax collection and assessment fees; reappropriating certain funds in the Community Development Block Grant and HOME Funds; authorizing the City Manager to reestimate and reappropriate remaining active grant funds in various funds of the City; and recognizing an emergency.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the appropriation in the following account of the General Fund. No. 1000 is reduced in the following amount:

 

09-1000-179990B Contingent Appropriation $589,300.00

 

Section 2. That the revenue in the following account of the General Fund. No. 1000 is estimated in the following amount:

 

09-1000-120000-469100 Century Tower Lease Rebate $300,000.00

 

Section 3. That $889,300.00 is appropriated from the Unappropriated Fund Balance of the General Fund, No 1000, to the following accounts in the General Fund:

 

09-1000-121000B Finance Directors Office $200,000.00

09-1000-272000B Municipal Court 689,300.00

TOTAL $889,300.00

 

Section 4. That the revenue in the following account of the KC Downtown Redevelopment District Debt Fund. No. 5320 is estimated in the following amount:

 

09-5320-120000-483400 Resources from Trustee $671,056.00

 

Section 5. That the sum of $671,056.00 is appropriated from the Unappropriated Fund Balance of the KC Downtown Redevelopment District Debt Fund, No 5320, to the following account in the KC Downtown Redevelopment District Debt Fund:

 

09-5320-129677-749940 DS Super TIF KC Live Fund $671,056.00

 


Section 6. That $24,188.00 is appropriated from the Unappropriated Fund Balance of the Park Maintenance Fund to the following accounts:

 

09-2030-121110-B County Property Tax Collection Fee $ 16,841.00

09-2030-121120-B County Property Tax Assessment Fee 7,347.00

TOTAL $ 24,188.00

 

Section 7. That $759.00 is appropriated from the Unappropriated Fund Balance of the Boulevard Maintenance Fund to the following accounts:

 

09-2040-121110-B County Property Tax Collection Fee $ 747.00

09-2040-121120-B County Property Tax Assessment Fee 12.00

TOTAL $ 759.00

 

Section 8. That $6,100.00 is appropriated from the Unappropriated Fund Balance of the Trafficway Maintenance Fund to the following accounts:

 

09-2070-121110-B County Property Tax Collection Fee $ 5,995.00

09-2070-121120-B County Property Tax Assessment Fee 105.00

TOTAL $ 6,100.00

 

Section 9. That $1,526.00 is appropriated from the Unappropriated Fund Balance of the Community Centers Fund to the following accounts:

 

09-2370-121120-B County Property Tax Assessment Fee $ 1,526.00

 

Section 10. That any unencumbered and unexpended grant funds in the following accounts of the Community Development Block Grant Fund (No. 2690) and HOME Investment Fund (No. 2940) are hereby appropriated to the same accounts in FY 2009-10 to pay for routine administrative costs though the end of the citys program year on May 31, 2009.

Section 11. That any uncollected revenue balances and unencumbered and unexpended appropriations associated with active federal, state or other grants in the following funds of the City and as identified by the City Manager and recorded in the grant module of the Citys financial system may be reestimated and reappropriated in the same accounts for FY 2009-10:

 

1000, 2060, 2090, 2480, 2500, 2690, 2730, 2740, 2940, and 3090

 


Section 12. That any unencumbered and unexpended funds designated as capital improvements in the Arterial Street Impact Fund (No. 2430) shall be reappropriated in the same accounts for FY 2009-10.

 

Section 13. This Ordinance is recognized as an emergency measure within the provisions of Section 503(a)(3)(b) and (c) of the Charter and shall take effect immediately upon its passage.
