COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 010610
Reaffirming the Councils
policy to allocate 1015% of annual City-wide Public Improvement Advisory
Committee (PIAC) funds to Downtown capital needs as recommended by FOCUS Kansas
City and directing the City Manager to communicate this policy reaffirmation to
the Public Improvements Advisory Committee for its deliberations and
recommendations.
WHEREAS, FOCUS
Kansas City, Urban Core Plan, adopted on October 30, 1997, recommends that the
Council establish and commit set percentages of City capital improvements
funding to the Downtown Loop.; and
WHEREAS, FOCUS
Kansas City recommended a set percentage of 10-15% of capital improvement funds
be spent within the Downtown Loop; and
WHEREAS, actual
capital improvement funds which have been spent within the Downtown Loop are
substantially less than the recommendations of FOCUS, only achieving 3% funding
for the Downtown Loop for the past four years; and
WHEREAS, it is vitally
important that 10-15% of capital improvement funds be spent on deferred
maintenance and infrastructure within the Downtown Loop in order to preserve
and enhance the redevelopment of Downtown and its economic vitality; and
WHEREAS, the
adopted 5-year Capital Improvement Plan only projects that 3% of capital
improvement funds will be spent within the Downtown Loop through the Citys
2005-06 fiscal year; and
WHEREAS, Downtown
is the Citys living room, is the focus of renewed public interest in residential
activity and is the work place of 55,000-60,000 employees every Monday through
Friday; and
WHEREAS, Broadway
and City Market have unique capital needs and should be included in any
definition of downtown; NOW, THEREFORE,
BE IT RESOLVED BY
THE COUNCIL OF KANSAS CITY:
Section 1. That
the City Council hereby reaffirms the Councils policy to allocate 1015% of
annual City-wide Public Improvement Advisory Committee (PIAC) funds to Downtown
capital needs, including the City Market and Broadway, as recommended by FOCUS
Kansas City and directs the City Manager to communicate this policy
reaffirmation to the Public Improvements Advisory Committee for its
deliberations and recommendations.
