RESOLUTION NO. 130094
Directing the City Manager to appoint a
citizen advisory committee for the purpose of reviewing the City’s processes
for establishing minority and women goals on non-construction contracts and
making recommendations to the City Council on possible improvements to such
processes.
WHEREAS, the City has
well-established processes for establishing minority and women goals on
construction contracts; and
WHEREAS, such processes were
developed with input from stakeholders in the construction industries and include
a continuing role for such stakeholders; and
WHEREAS, there are multiple
chambers of commerce and contractors’ associations in the Kansas City region
that represent the interests of minority and women businesses in industries
other than construction and that regularly do business in Kansas City,
Missouri; and
WHEREAS, those stakeholders in
the non-construction industries have valuable experience and insight that
should be considered by the City in reviewing and evaluating processes for
establishing minority and women goals on non-construction contracts; and
WHEREAS, such stakeholders
should be provided a channel for making their recommendations known to the City
Council; NOW, THEREFORE;
BE
IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City
Manager is hereby directed to convene a citizen advisory committee with
representatives of such groups as he shall determine proper for the purposes
contemplated herein, but which committee shall include, but not be limited, to
one or more representatives from each of the following organizations indicating
a willingness to serve:

Asian American Chamber of Commerce of Kansas City
D.
Black Chamber of Commerce of Greater Kansas City
E.
Central Exchange
F.
Greater Kansas City Chamber of Commerce

H.
Hispanic Economic Development Corportation
I.
Latino Coalition of Kansas City
J.
National Association of Women Business Owners
K.
National Native American Chamber of Commerce
L.
National Association for the Advancement of
Colored People
M.
Northland Regional
Chamber of Commerce
N.
Northeast Kansas City Chamber of Commerce
O.
Women’s Chamber of Commerce of Kansas City, Mo.

Section 2. That the committee
shall be charged with evaluating the current processes for establishing
minority and women goals on non-construction contracts, determining
improvements it would recommend to the City Council, and identifying for the
City Council ordinance changes, if any, that should be approved.
Section 3. That the committee
shall not make any recommendations regarding the processes for establishing
minority and women goals on construction contracts.
Section 4. That the committee
shall complete its task and make its report to the City Council by August 1,
2013.
