COMMITTEE SUBSTITUTE
FOR ORDINANCE NO. 100224
Directing the City Manager to
implement his budget recommendation for a Capital Projects Office under the
direction of an Assistant City Manager for Infrastructure and establishing a
department to be known as the Capital Projects Department effective May 1,
2011.
WHEREAS, the
Mayor and City Council believe it is in the best interest of the City of Kansas
City, Missouri to implement the Capital Projects Office as soon as possible;
and
WHEREAS, the
Mayor and City Council believe it is important to build capital projects as
quickly as possible; and
WHEREAS, the
Mayor and City Council wish to have one point of contact for infrastructure
allowing oversight over several operating departments handling capital
projects within the City; NOW, THEREFORE,
BE IT ORDAINED BY
THE COUNCIL OF KANSAS CITY:
Section 1. The
Mayor and City Council direct the City Manager to take the necessary steps to
implement a Capital Projects Office in the City Manager’s Office under the
direction of an Assistant City Manager for Infrastructure.
Section 2. The
Capital Projects Office shall have such duties, powers and authorities as are
prescribed in this ordinance, or as may hereafter be prescribed by the City
Manager.
Section
3. Generally, when not otherwise assigned specifically to another
department by the City Charter, ordinance, or administrative regulation issued
by the City Manager, the Assistant City Manager for Infrastructure supervising
the Capital Projects Office shall be responsible for all of the following:
(a) management
and design of the construction, expansion, and replacement of all city
buildings, roadways, and bridges;
(b) management of the Capital Improvements Program (CIP);
(c) demolition
work in preparation for the design and construction of city buildings,
roadways, and bridges;
(d) acquisition
of easements and right-of-way necessary for all projects managed by the Capital
Projects Office including coordination with any utilities and railroads;
(e) coordination
with the Mid-America Regional Council and other agencies regarding planning for
regional infrastructure;
(f) development,
implementation and delivery of performance measurements and reports to owning
departments, the City Manager, the Council, and the Mayor;
(g) coordination
of all projects to minimize negative environmental impact, encourage
conservation of resources and promote the use of renewable resources; and
(h)
projects requested by a department not
otherwise subject to the mandatory control of the City Manager under the City
Charter.
Section 4. With
the approval of the City Manager, the Assistant City Manager for Infrastructure
may permit any or all departments to be responsible for the performance of any
or all of the functions specified in Section 3(a)--(h) when it is in the best
interest of the city. In such a case the designated department will have to
utilize and conform to the same project management and reporting methods and
standards used by the Capital Projects Office.
Section 5.
Effective May 1, 2011, pursuant to the provisions of Section 415 of the
Charter, there is hereby established a department to be known as the Capital
Projects Department responsible for all the functions prescribed in this
ordinance or as may be prescribed by ordinance by the Council.
