ORDINANCE NO. 001435

 

Designating Friday, October 20, 2000, a day for mourning the death of Governor Mel Carnahan and in respect for the life of service of Governor Carnahan closing City offices on Friday October 20, 2000, with the exception of certain essential operations and recognizing an emergency.

 

WHEREAS, Acting Governor Roger Wilson has designated October 20, 2000, a day for mourning the death of Governor Mel Carnahan on October 16, 2000; and

 

WHEREAS, in respect of Governor Carnahans life of public service to the people of Missouri, the Council believes it appropriate and fitting to declare a day of mourning in Kansas City;

 

WHEREAS, the Council determines that public recognition of this tragic, unexpected event is necessary for the immediate preservation of the public peace, health, safety and morals; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That Friday, October 20, 2000, is designated a day for mourning the death of Governor Mel Carnahan in Kansas City.

 

Section 2. That all City offices will be closed on that day with the exception of essential public safety and public health operations in accordance with the policies established to implement Section 2-1098, Code of Ordinances and other operations designated necessary by the City Manager.

 

Section 3. That this ordinance is recognized as an emergency measure under Section 15 of the Charter and takes effect in accordance with that section.
