COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 151068

 

Directing the City Manager to develop a plan of finance to fund various improvements at 18th & Vine, including surface parking in support of the improvements.

 

WHEREAS, improvements to the 18th & Vine District in the estimated amount of $15-18 Million have been identified and are attached to this Resolution; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is hereby directed to develop a plan of finance to fund the listed improvements as attached to this Resolution, and to report back to the City Council within 60 days of adoption of this Resolution. The plan should include consideration of any available private and public financing.

 

Section 2. That the City Manager is hereby directed to identify a process for implementing the improvements as the first phase of a long term approach to stabilizing and improving the 18th & Vine District. The City Manager will evaluate the impact of the improvements on the historic designation of the District, and will prioritize his funding recommendations with the objective of historic preservation.

 

Section 3. That the City Manager is hereby directed to identify a plan for the disposition of any property the City might need to acquire and for the professional management of the City’s property.
