COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 951220, AS AMENDED

 

Reaffirming the initial intent of the Council in Resolution No. 65141, as further amended, concerning the division of the Neighborhood Tourist Development Fund of the Convention and Tourism Tax and expressing a new intent to redirect a portion of the funds in furtherance of the purpose of promoting tourism.

 

WHEREAS, the electorate approved the imposition of the Convention and Tourism Tax as set forth in section 92.325 et. seq., RSMo.; and

 

WHEREAS, section 92.336, RSMo, requires that a portion of the proceeds received by the tax be appropriated to a neighborhood tourist development fund; and

 

WHEREAS, said tax was approved by the electorate on February 6, 1990 and pursuant to that approval the funds were divided and a committee was formed pursuant to Resolution No. 65141; and

 

WHEREAS, it was initially important to assure all of the voters of Kansas City in Resolution 65141 that such funds were intended to be used to promote tourism throughout the City and it is now important to reassure the voters that the funds are being used for said purpose although the City Council hereby expresses an intent to redirect a portion of said funds toward the upkeep of or lease improvements to the sports complex; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the City Council hereby expresses its intent to divide the funds deposited in the Neighborhood Tourism Development Fund of the Convention and Tourism Tax as follows:

 

1) Twenty-five percent (25%) shall be used for purposes directly related to the upkeep of or lease improvements to the Harry S. Truman Sports Complex; and

 

2) Seventy-five percent (75%) shall be divided as follows: six shares, which shall represent 70% to be divided equally among the six councilmanic districts, and one

share of 30% to be reserved for neighborhood tourism events that span district lines.

 

Section B. That the savings realized to the General Fund by this transfer be used to supplement weed mowing and other neighborhood improvements to later be determined by the Council.
