ORDINANCE NO. 001073

 

Authorizing the Director of Housing and Community Development to enter into a $427,702.00 contract with Kingston Environmental Services, Inc., to demolish, clean up and fill property located at 1100 West 8th Street and waiving the requirements of Article II, Chapter 38 of the Code of Ordinances.

 

WHEREAS, the City has accepted a $1 million grant from the U.S. Economic Development Administration to fund site improvements to the property located at 1100 West 8th Street and rehabilitation of sewer infrastructure within the Lewis & Clark Redevelopment area; and

 

WHEREAS, the State of Missouri has enacted legislation that provides $2 million for infrastructure improvements in the Lewis & Clark Redevelopment area, including $500,000.00 for Brownfields activities; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of Housing and Community Development, on behalf of the City, is hereby authorized to enter into a $427,702.00 contract with Kingston Environmental Services, Inc., to demolish, clean up and fill property located at 1100 West 8th Street and to expend up to the sum of $449,087.00 from funds previously appropriated to Account No. 01-309-055-7206-T, Department of Commerce Brownfields Grant-West Bottoms, to satisfy the cost of the contract, including contingencies. A copy of the contract is on file in the office of the Director of Housing and Community Development.

 

Section 2. That pursuant to Code Section 38-91(2) the Council finds it to be in the best interests of the City to waive the requirements of Article II, Chapter 38 of the Code of Ordinances and to enter into this contract with the lowest and best bidder, Kingston Environmental Services, Inc.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
