ORDINANCE NO. 130987

 

Amending the 2013 Action Plan and authorizing submittal of a Substantial Amendment to the U.S. Department of Housing and Community Development for its consideration to permit a new activity to be funded and amend the budget for the further development of the Beacon Hill project; and authorizing the Director of Neighborhoods and Housing Services to execute a contract with the Entrepreneurs Enterprises, LLC, in an amount not to exceed $250,000.00 for costs associated with acquisition and rehabilitation of the historic Victorian house located at 2437 Tracy.

 

WHEREAS, on January 24, 2013, City Council passed Resolution No. 121077 which approved the 2013 One Year Action Plan; and

 

WHEREAS, the Five Year Consolidated Plan (“Plan”) identified seven target areas which include: the Heart of the City, Greater Downtown, Swope, Midtown/Plaza, Hickman Mills/Ruskin, Briarcliff/Winnwood and Truman Plaza and the Plan further identified specific sub-target areas in which single family housing development and minor home repair services are to be implemented; and

 

WHEREAS, one of those sub-target areas is Beacon Hill, located generally between 22nd and 27th Streets, Troost on the west and West Paseo on the east; and

 

WHEREAS, a request for proposals was issued seeking contractors to rehabilitate the historic property at 2437 Tracy Avenue in Beacon Hill as part of the Memorandum of Agreement between the City and the U.S. Department of Housing and Urban Development; NOW THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Substantial Amendment to the 2013 One-Year Action Plan, prepared pursuant to the National Affordable Housing Act of 1990, as amended, a copy of which in substantial form is attached hereto, is hereby approved.

Section 2. That the Mayor, on behalf of the City of Kansas City, Missouri, is hereby authorized to execute and submit the aforesaid Substantial Amendment to the United States Department of Housing and Urban Development.

Section 3. That the Director of Neighborhoods and Housing Services is authorized to enter into a contract in the amount of $250,000.00 from funds appropriated to Account Number 14-2600-575311-B-G57CDBG13 for the purpose of acquiring and rehabilitating 2437 Tracy in the Beacon Hill area. A copy of the contract, in substantial form, is on file in the office of the Director of Neighborhoods and Housing Services and incorporated herein by reference.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
