COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 130921

 

Recognizing the exemplary efforts of the Mayor’s Task Force for the Arts; accepting the KCMO Arts Convergence Plan; and directing the City Manager to prepare an implementation plan that achieves the Task Force’s goals.

 

WHEREAS, Kansas City has long been visionary in its commitment to art, design, and culture; and

 

WHEREAS, throughout the City are examples of our thriving environment that includes beautiful public art, parks & boulevards, diverse performing, visual and literary arts organizations, and almost $1 billion in recent private capital investments to the arts; and

 

WHEREAS, although private philanthropic support has historically been strong, the Mayor’s Task Force on the Arts was empaneled to maximize the unique arts and cultural energy occurring in the City and to define the City’s public role in these efforts; and

 

WHEREAS, Mike Burke diligently led the effort and was supported by co-chairs Pat Jordan, Jay Tomlinson and Sean Kelley with professional guidance from Harlan Brownlee of ARTS KC, and a dedicated steering committee of community and professional representatives; and

 

WHEREAS, with the assistance of the Cultural Planning Group, the Task Force diligently solicited input from myriad sources; and

 

WHEREAS, data ultimately utilized for the development of the plan derived from the following: forty-five community conversations including over 500 people, over 70 individual interviews with local leaders, 1650 participants on an online engagement site called MindMixer, and a community survey drawing over 1,400 respondents; and

 

WHEREAS, four subcommittees explored the topics of promoting Kansas City as a center for cultural tourism, arts education, cultural planning, and the governance processes of how these goals are implemented; and

 

WHEREAS, the resultant plan is entitled KCMO Arts Convergence – Becoming a 21st Century Cultural Center and was reviewed and approved unanimously by the Municipal Arts Commission on November 4, 2013, and presented to the Kansas City, Missouri City Council on November 21, 2013; and

 

WHEREAS, the final report includes ten goals with accompanying strategies; and

 


WHEREAS, these goals are:

 

1. Enhance leadership and funding for the arts and culture sector.

2. Enhance the existing public art program.

3. Improve access to arts education for every student and adults of all ages.

4. Enhance arts and cultural opportunities available in neighborhoods throughout Kansas City, Missouri.

5. Enhance services and opportunities for individual artists.

6. Facilitate the development and use of facilities, venues and spaces for diverse arts activity throughout Kansas City, Missouri.

7. Showcase and develop the creative potential of Kansas City, Missouri’s new technology platform.

8. Create a signature festival focused on the region’s artists and cultural organizations, highlighting Kansas City, Missouri’s arts, culture and creativity.

9. Increase support for economic development of Kansas City, Missouri’s creative sector.

10. Provide more comprehensive information to residents and workers about available arts and cultural activities and resources;

 

NOW, THEREFORE,


BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Mayor and Council hereby recognize the exemplary efforts of the Mayor’s Task Force on the Arts on its research, citizen engagement and visioning processes that have resulted in the final report entitled KCMO Arts Convergence.

 

Section 2. That the Mayor and Council recognize the unique and important role that arts and culture play in the life of Kansas City, accept the KCMO Arts Convergence Plan, and direct the City Manager to prepare an implementation plan that achieves the Task Force’s goals.
