RESOLUTION NO. 910013

 

Expressing the desire of the Mayor and Council that the City participate in a statewide program providing for mutual aid assistance in the event of a catastrophe requiring such a broad scope of response.

WHEREAS, the Missouri Department of Public Safety and the State Emergency Management Agency, in cooperation with emergency service units of political subdivisions across the state, are developing plans, pursuant to Missouri state law, to establish an incremental and progressive system of mobilization in the event of a catastrophe calling for regional or statewide mutual aid emergency services; and

 

WHEREAS, the 85th General Assembly enacted legislation (House Bills Nos. 1395 and 1448) supporting such catastrophe emergency mobilization concepts; and

 

WHEREAS, Kansas City has a vital interest in participating in such a statewide plan affording this community enhanced emergency response services on such a broad basis if a local disaster warrants such assistance; and

 

WHEREAS, Kansas City has the personnel, expertise and equipment to respond, within limits to be defined, and participate in mutual aid agreements in support of the statewide catastrophe services mobilization plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Mayor and Council hereby express their desire that Kansas City participate in statewide plans which are being formulated to establish an incremental and progressive system of emergency services mobilization, in the event of a catastrophe or disaster calling for such services; and

 

BE IT FURTHER RESOLVED, that the Mayor and Council hereby direct the City Manager to implement staff planning for Kansas City to participate in the statewide efforts to mobilize catastrophe emergency services, establishing the size and nature of City personnel and facilities available for such volunteer service which will involve the Fire Department, including the Hazardous Material Team, the Health Department's Environmental Health Services Division, nursing services, Communicable Diseases Control, the Public Works Department and the Water and Pollution Control Department.
