RESOLUTION NO. 940201

 

Expressing the intent of the Council to initiate the appropriate steps to establish an Empowerment Zone and authorizing the Mayor to appoint a Joint Planning Committee with Kansas City, Kansas to oversee development strategy.

 

WHEREAS, the Omnibus Budget Reconciliation Act of 1993 authorized the creation of urban and rural Empowerment Zones; and

 

WHEREAS, one Empowerment Zone must be located in a bi-state area with up to 50,000 people in 20 square miles; and

 

WHEREAS, central city portions of Kansas City, Missouri and Kansas City, Kansas meet the demographic guidelines for Empowerment Zone designation; and

 

WHEREAS, the Urban Core Report prepared by the Mid-America Regional Council provides a framework for cooperative action on urban revitalization; and

 

WHEREAS, the recently released FOCUS KC Policy Plan provides a citizen-based strategic policy framework that supports the Empowerment Zone application process; and

 

WHEREAS, Empowerment Zone designation offers the opportunity for neighborhood revitalization, increased economic activity, and a higher level of family self-sufficiency for a significant number of Kansas City, Missouri residents; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City hereby expresses its intent to:

 

(1) Jointly sponsor a bi-state Empowerment Zone application with the City of Kansas City, Kansas to be submitted to

the Department of Housing and Urban Development no later

than June 30, 1994; and

 

(2) Identify City programs and activities that can support and complement the strategic vision developed for the

Empowerment Zone;

 

(3) Encourage the support and cooperation in the preparation of the Empowerment Zone application by other affected

public bodies; including county and state government;

 

(4) Encourage the active participation in the planning process by residents, businesses, civic and community

organizations, and other affected entities; and

 

(5) Directs the City Manager to designate a task force of staff to work on the plan and application.

 

BE IT FURTHER RESOLVED, that the Mayor is hereby authorized to appoint a broadly representative Joint Planning Committee with Kansas City, Kansas that will oversee the development of a strategic vision and specific action recommendation for the proposed Empowerment Zone as required by the federal regulations with the support and assistance of the Mid-America Regional Council.
