City area; authorizing contract amendments; and recognizing this ordinance as
having an accelerated effective date.

Estimating and appropriating
$134,042.00 in the Housing Opportunity of Persons with AIDS (HOPWA) Fund;
accepting and approving a $1,419,904.00 grant award from the U.S Department of
Housing and Urban Development under the Housing Opportunity for Person with
AIDS program and approving an $821,198.00 contract amendment with SAVE for
housing services in the Kansas City area; authorizing contract amendments; and
recognizing this ordinance as having an accelerated effective date.
BE IT ORDAINED BY THE COUNCIL OF
KANSAS CITY:
Section 1. That a
grant award agreement between the City of Kansas City, Missouri, acting through
its Director of Health, and the U.S. Department of Housing and Urban
Development (“HUD”), whereby HUD will provide funding for housing assistance
services to Persons Living with HIV in the Kansas City area for the period
beginning May 1, 2018 through April 30, 2019, for an amount not to exceed
$1,419,904.00, to be paid from funds appropriated to Account No.
19-2740-505004-G50245420-B and that an $821,198.00 contract amendment with
SAVE, Inc., to provide housing assistance services to Persons Living with HIV
are hereby accepted and approved. Copies of both contracts, in substantial
form, are on file with the Director of Health.
Section 2. That
revenue in the following account of HOPWA Grant Fund is hereby increased in the
following amount:
19-2740-500001-479800-G50245420 HOPWA $134,042.00
Section 3. That
the sum of $134,042.00 is hereby appropriated from the Unappropriated Fund
Balance of the HOPWA Grant Fund in the following account:
19-2740-505004-B-G50245420 HOPWA $134,042.00
Section 4. That
the Director of Health is hereby authorized to extend the term of the SAVE,
Inc., contract without further Council approval and that the Director is also
hereby authorized to amend this contract to increase or decrease the total
contract dollar amount contingent upon the need and availability of
appropriated funds.
Section 5. That
this ordinance is recognized as an ordinance with an accelerated effective date
as provided by Section 503(a)(3)(B) of the City Charter and shall take effect
in accordance with Section 503, City Charter.

hereby certify that there is a balance, otherwise unencumbered, to the credit
of the appropriation to which the foregoing expenditure is to be charged, and a
cash balance, otherwise unencumbered, in the treasury, to the credit of the
fund from which payment is to be made, each sufficient to meet the obligation
hereby incurred.
