ORDINANCE NO. 200804

 

Estimating revenue and appropriating funds in the amount of $380,000.00 in the Community Development Block Grant Fund; amending the 2020 One Year Action Plan; authorizing the Director of Neighborhoods and Housing Services to enter into a contract with Primetime Contracting Corporation for construction of a parking lot at 27th and Olive Street; and recognizing this ordinance as having an accelerated effective date.

 

WHEREAS, on March 21, 2019, through Resolution No. 190013, the Council approved a Substantial Amendment to the 2018 Action Plan, adding funding for construction of a neighborhood parking lot in the Key Coalition Neighborhood; and

 

WHEREAS, construction of a surface parking lot at 27th and Olive will enhance public safety, particularly when public events and services are being held in Key Coalition, and repurpose vacant lots; and

 

WHEREAS, this project is consistent with the City and Key Coalition Neighborhood Association’s revitalization efforts, NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That revenue in the amount of $380,000.00 is estimated in the following account of the Community Development Block Grant Fund:

 

21-2600-570001-477150-G57CDBG18 CDBG Revenues $380,000.00

 

Section 2. That $380,000.00 is hereby appropriated from the Unappropriated Fund Balance to the following account in the Community Development Block Grant fund:

 

21-2600-575324-B-G57CDBG18 Public Facility $380,000.00

 

Section 3. That a Substantial Amendment to the 2020 One Year Action Plan, prepared pursuant to the National Affordable Housing Act of 1990, as amended, is hereby approved.

 

Section 4. That the Director of Neighborhoods and Housing Services is hereby authorized to execute a contract with Primetime Contracting Corp., for construction of a parking lot at 27th and Olive Street in the amount of $539,008.40 from funds appropriated to the Community Development Block Grant fund in the following accounts:

 

21-2600-575324-B-G57CDBG18 Public Facility $380,000.00

21-2600-575311-B-G57CDBG20 Neighborhood Revitalization 159,008.40

TOTAL $539,008.40

 

Section 5. This ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter in that it appropriates money, and shall take effect in accordance with Section 503, City Charter.
