COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 140013

 

Amending the 2013 Action Plan and authorizing submittal of a Substantial Amendment to the U.S. Department of Housing and Urban Development for its consideration to permit new housing and redevelopment activities to be funded; amending the budget for the further development of the Beacon Hill project; and identifying other activities which implement the 2013 One Year Action Plan.

 

WHEREAS, on January 24, 2013, City Council passed Resolution No. 121077 which approved the 2013 One Year Action Plan; and

 

WHEREAS, the Five Year Consolidated Plan (“Plan”) identified seven target areas which include: the Heart of the City, Greater Downtown, Swope, Midtown/Plaza, Hickman Mills/Ruskin, Briarcliff/Winnwood and Truman Plaza and the Plan further identified specific sub-target areas in which single family housing development and minor home repair services are to be implemented; and

 

WHEREAS, one of those sub-target areas is Beacon Hill, located generally between 22nd and 27th Streets, Troost on the west and West Paseo on the east; and

WHEREAS, the demolition of the China Kitchen building at 27th Street and Troost, as part of the Memorandum of Agreement between the City and the U.S. Department of Housing and Urban Development, and the acquisition and rehabilitation of 2437 Tracy in Beacon Hill, as required per the Memorandum of Agreement among the City, the Missouri State Historic Preservation Office and Beacon Hill Developers, LC, are necessary in order to continue redevelopment activities; and 

WHEREAS, another of those sub-target areas is the Monarch Manor Neighborhood Strategy Area (NSA) located in an area bounded by E. 20th Street on the north, Brooklyn Avenue on the east, E. 21st Terrace on the south and Euclid Avenue on the west; and

 

WHEREAS, interpretative historical signage on the site is an eligible area benefit activity which enhances the Monarch Manor NSA; and

 

WHEREAS, two additional sub target areas are the Blue Hills – 55th Street Corridor NSA located in the Blue Hills Neighborhood area which includes both sides of 55th Street Corridor from Prospect Avenue on the east to The Paseo on the west and the Santa Fe NSA located in an area bounded by E. 27th Street on the north, Indiana Avenue on the east, E. 31st Street on the south and Prospect Avenue on the west; and

 

WHEREAS, targeted acquisition and rehabilitation in the Blue Hills NSA and Santa Fe NSA are approved redevelopment strategies being implemented in these areas; and

 

WHEREAS, another of the sub-target areas is the Mt. Cleveland NSA located in an area which generally includes E. 53rd Street on the north, E. 55th Street on the south, Jackson Avenue on the east and Myrtle Avenue west; and

 

WHEREAS, acquisition of properties are necessary for the redevelopment of the Mt. Cleveland NSA; and

 

WHEREAS, the KC Choice Neighborhoods Plan will be funded to enhance planning of future public housing project sites; and

WHEREAS, 2013 Action Plan funds are being utilized for direct staff costs related to the Oak Point, Seven Oaks Estates and Colonnades at Beacon Hill affordable multi-family housing projects; and

 

WHEREAS, the vacant Faxon School building located at 3710 Paseo Boulevard is being redeveloped into 46 units of affordable housing using State, Federal and historic low income tax credits, private financing and $500,000.00 of 2013 HOME funds; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Substantial Amendment to the 2013 One-Year Action Plan, prepared pursuant to the National Affordable Housing Act of 1990, as amended, a copy of which in substantial form is attached hereto, is hereby approved.

 

Section 2. That the Mayor, on behalf of the City of Kansas City, Missouri, is hereby authorized to execute and submit the aforesaid Substantial Amendment to the United States Department of Housing and Urban Development.

 

Section 3. That the City Council hereby certifies that said Substantial Amendment has been prepared and will be submitted to the U.S. Department of Housing and Urban Development pursuant to and in accordance with the Department’s rules and regulations, including but not limited to Title 24 Section 570.301 through and including Section 570.306 of the Code of Federal Regulations.
