RESOLUTION NO. 120656

 

Encouraging President Barack Obama to condition Japan’s participation in the Trans-Pacific Partnership free trade agreement negotiations upon Japan’s opening of its markets to automobiles manufactured in the United States; and directing the City Clerk to send a copy of this Resolution to the Obama administration.

 

WHEREAS, Japan, the third largest automotive market in the world, is expected to soon request participation in the Trans-Pacific Partnership free trade agreement negotiations with the United States and eight other Asia-Pacific countries; and

 

WHEREAS, Japan has a long history of limiting market access to imported automobiles while freely exporting millions of vehicles to the open United States automotive market, such that the United States can only send one vehicle to Japan for every 150 vehicles Japan sends to the United States; and

 

WHEREAS, the automotive industry is at the forefront of the current economic recovery, with American automakers adding billions of dollars in manufacturing investment and tens of thousands of American jobs; and

 

WHEREAS, since the United States automotive industry is a competitive mix of both domestic and foreign automakers, preferential access for Japan would encourage importing more automobiles into the United States and discourage building more vehicles here, putting current and future automotive investment and industry jobs in the United States at risk; and

 

WHEREAS, Japan must first end its protectionism that has resulted in a closed market to vehicles made in the United States before joining the Trans-Pacific Partnership agreement negotiations, NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That President Barack Obama is encouraged to condition Japan’s participation in the Trans-Pacific Partnership free trade agreement negotiations upon Japan’s opening of its markets to automobiles manufactured in the United States.

 

Section 2. That the City Clerk is hereby directed to send a copy of this Resolution to the Obama administration.
