RESOLUTION NO. 030770

 

Expressing the Councils support for the re-structuring and re-formulation of the Property Maintenance Advisory Committee into the Neighborhood Advisory Council, and recognizing its members.

 

WHEREAS, Kansas City has a wealth of neighborhood organizations with a history of participating in local government decision making; and

 

WHEREAS, Kansas City neighborhood leaders have historically participated in government both individually and collectively; and

 

WHEREAS, Kansas City neighborhood leaders have endeavored over the years to develop a means for formalizing their participation in City government policy making through the creation of such innovative concepts as the Bill of Rights for Neighborhoods, the first such Bill of Rights in the United States of America; and

 

WHEREAS, there currently exist several well established policy advisory committees comprised of volunteer neighborhood leaders; such as, the Property Maintenance Advisory Committee, Liquor Ordinance Review Committee, and the Community Policing Steering Committee; and

 

WHEREAS, the following members of these existing advisory committees have agreed to serve as the newly reformulated Neighborhood Advisory Council who will provide a conduit for neighborhood organizations to respond to proposed City policies, programs, and decision making: Forestine Beasley, Lynda Callon, Cynthia Canady, Dennis Carroll, Steve Eklund, Greg Hugeback, Bruce Pennington, Rodney Sampson, and Jay Stock; and

 

WHEREAS, the above listed individuals will work with the Director of the Neighborhood and Community Services Department to develop a procedure for the appointment of new members to the Neighborhood Advisory Council within a structure that allows the participation of grassroots neighborhood and community organizations; and

 

WHEREAS, the Neighborhood Advisory Council will make recommendations to the Director of Neighborhood and Community Services Department and provide feedback to the Mayor, City Council, City Manager, and other Department Directors regarding the concerns and perceived impacts of decision making on the neighborhoods; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Mayor and Council support the reconfiguration of the Property Maintenance Advisory Committee into the Neighborhood Advisory Council as a means of accessing neighborhood input into City government decision making and commends its members for their dedication and commitment to the improvement of Kansas Citys neighborhoods; and

 

BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to the members of the Neighborhood Advisory Council.
