RESOLUTION NO. 130066

 

Honoring Detective John J. Cooley and Master Detective Michael J. Bailey for their valiant actions during the arrest of an armed fugitive on November 1, 2009.

 

WHEREAS, members of the FBI Violent Crime Safe Streets Task Force arrested Nicholas Henry, a fugitive with a violent history known to carry firearms and wear body armor; and

 

WHEREAS, he was wanted in the State of Kansas as a fugitive on an Aggravated Assault Investigation as well as an Unlawful Flight to Avoid Prosecution; and

 

WHEREAS, a plan was set into place to arrest the suspect with Detective Cooley and Master Detective Bailey designated to the implementation of this arrest; and

 

WHEREAS, prior to the completion of the arrest, Mr. Henry was alerted to the presence of the arrest team and quickly ran to his vehicle, arming himself with a handgun, thus forcing the arrest team to adapt to a change in plans and to deal with circumstances beyond their control; and

 

WHEREAS, Mr. Henry began firing his handgun at the arrest team which managed to continue to advance on Mr. Henry as they engaged in gun fire in a attempt to neutralize the threat and arrest the suspect; and

 

WHEREAS, Detective Cooley and Master Detective Bailey were awarded the F.B.I. Shield of Bravery; and

 

WHEREAS, task force officers were able to protect innocent individuals from harm’s way during this extremely dangerous and volatile situation, exhibiting heroism, courage and dedication as well trained members of law enforcement who completed their mission in the arrest of Mr. Henry; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the Mayor and Council hereby honor Detective John Cooley and Master Detective Michael Bailey for their quick and heroic actions during the execution of an arrest warrant on November 1, 2009; and

 

BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy of be presented to John Cooley and Michael Bailey, with the appreciation of the Mayor and Council for the service they provided to protect innocent individuals while executing an arrest warrant on a violent wanted suspect.
