ORDINANCE NO. 961512

 

Amending Chapter 2, Administrative Code, Code of Ordinances, Article V, entitled "Departments", by repealing Division 15, Section 2-581, "Budget and systems officer" and enacting in lieu thereof a new section of like number and subject matter to create the Office of Budget as a City department, and by enacting another new section to be known as Division 22, Section 2-710, "Office of Business Affairs" to create the Office of Business Affairs as a City Department.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That Chapter 2, Administrative Code, Code of Ordinances, Article V, is hereby amended by repealing Division 15, Section 2-581, "Budget and systems officers" and enacting in lieu thereof a new section to read as follows:

 

Division 15

 

Section 2-581. Office of Budget.

 

Pursuant to the provisions of Article III, Section 25 of the Charter of the City, there is hereby established a department to be known as the Office of Budget. The officer in charge of such department shall be known as the Director of Budget, shall be appointed by the City Manager, and shall have such duties, powers and authority as are prescribed herein or as may hereafter be prescribed by ordinance. Specifically the Director of Budget shall conduct research of a budgetary, financial and economic nature. When required by the City Manager, the Director of Budget shall determine the scope, content and form of departmental budget requests; review departmental budget requests and prepare the City's annual budget estimates; and provide such other services as may be required by the City Manager or by ordinance.

 

Section 2. That Chapter 2, Administrative Code, Code of Ordinances, Article V, is hereby amended by enacting a new section to read as follows:

 

Division 22

 

Section 2-710. Office of Business Affairs.

 

Pursuant to the provisions of Article III, Section 25 of the Charter of the City, there is hereby established a department to be known as the Office of Business Affairs. The officer in charge of such department shall be known as the Director of Business Affairs, shall be appointed by the City Manager, and shall have such duties, powers and authority as are prescribed herein or as may hereafter be prescribed by ordinance. The Director of Business Affairs shall be responsible for managing the assets of the City by conducting research and investigation to assure safety in the workplace, security of buildings and equipment and initiating appropriate internal controls.
