COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 030722

 

Expressing support for the development and implementation of a Cooperative Agreement with Platte County, Missouri for the construction of an aquatic center; stating the Council's intent to provide funding to finance the City's contribution; and directing the City Manager to identify alternative sources of funding for the center and to proceed with negotiation of a cooperative agreement for the project.

 

WHEREAS, the City and Platte County desire to cooperate to construct an aquatic center at the northwest corner of the intersection of N. Congress and Tiffany Springs Road; and

 

WHEREAS, the aquatic center will include a pool house, restrooms, concession facilities, office space, and leisure and competition pools which will provide exceptional recreational opportunities to the expanding population in an area of the City that does not currently have a major municipal pool to serve its residents; and

 

WHEREAS, this much needed recreational facility will be constructed in 7.2 acres which have been dedicated for this purpose at the desired location; and

 

WHEREAS, the cost of the project is estimated at $8,250,000.00; and

 

WHEREAS, the City currently has approximately $1,750,000.00 in PIAC funding available for the construction of the aquatic center while Platte County has committed $2,000,000.00 in funding for the project; and

 

WHEREAS, Platte County is willing to issue bonds to obtain the remaining funds needed to complete the project; and

 

WHEREAS, the City agrees to provide funding of $1,500,000.00 per year for 3 years beginning in Fiscal Year 2005-06; and

 

WHEREAS, the Council recognizes that the construction of recreational facilities enhances the standard of living and general welfare of all Kansas Citians, and when such initiatives are the product of partnerships with other governmental entities, efforts to accomplish this goal become even more valuable and significant; and

 

WHEREAS, on June 17, 2003, the Board of Parks and Recreation Commissioners approved Resolution No. 25858, which is attached hereto, requesting a Council resolution supporting the Cooperative Agreement with Platte County and expressing the Councils intent to find appropriate funding sources for the completion of the project; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council supports the development and implementation of a Cooperative


Agreement with Platte County, Missouri, for the construction of an aquatic center in the Citys northland.

 

Section 2. That the Council hereby expresses its intent to consider appropriating funds to finance the costs of the project.

 

Section 3. That the City Manager is hereby directed to identify alternative sources of funding to complete the construction of the aquatic center, which may include the allocation of second district.

 

Section 4. That the City Manager is hereby directed to negotiate a Cooperative Agreement with Platte County in which the City agrees to reimburse Platte County, subject to annual appropriation, a total of $4,500,000.00 within 3 years beginning in Fiscal Year 2005-06 at the rate of $1,500,000.00 per year, for subsequent presentation to and approval by the Council.
