COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 000315

 

Reaffirming the intent of the Community Infrastructure Committee Report as it was passed in Resolution No. 971326 and providing for the City Council to forward any planned improvement that will amend or impact the Five-Year Capital Improvements Plan to the Public Improvements Advisory Committee for a review and recommendation.

 

WHEREAS, the City Council approved Resolution No. 971326 accepting the report of the Community Infrastructure Committee (CIC) and establishing a general policy for the implementation of its recommendations; and

 

WHEREAS, the citizens of Kansas City recently authorized the renewal of the sales tax for eight years as a sign of their confidence in the Five-Year Capital Planning process; and

 

WHEREAS, Section 1.B of the CIC report states that, The Mayor and City Council should be provided with a means to more prudently exercise its infrastructure responsibilities and reassure citizens of a systematic decision making process that provides citizens with a means of measuring accountability; and

 

WHEREAS, Section III. states that, The process will be orderly, inclusive, comprehensive, understandable and fiscally responsible...; and

 

WHEREAS, Section III.C. states that, The capital improvement program...must be amended each time an exception or modification is made; and

 

WHEREAS, Section IV.I.1. states that, The City should seek to integrate its capital planning and debt financing activities such that new debt issues are considered as part of the annual planning process, and opportunistic debt issuances would be considered outside the annual planning process only when accompanied by an operating and maintenance pro-forma, and if approved, the new debt would serve as an amendment to the multi-year plan; and

 

WHEREAS, Section VI.C.1. states that, The PIAC shall review all projects submitted for inclusion in the multi-year capital improvement program; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Council reaffirms its commitment to the Community Infrastructure Committees recommendations, including the Five-Year Planning process.

 

Section B. That any projects which would require the use of sales tax or other earmarked capital improvement resources to pay debt or make improvements and any capital improvement projects for the Kansas City Police Department, accompanied by an operating and maintenance pro-forma, will be submitted to the City Plan Commission and the Public Improvements Advisory Committee for their recommendation prior to consideration by the City Council.

 

Section C. That before being considered by the City Council any strategic initiative projects will be submitted for recommendation to the Public Improvements Advisory Committee or to some other independent group containing members of the Public Improvements Advisory Committee.
