RESOLUTION NO. 940451
Directing the City Manager to investigate the regulation
and location of pawnshops in the City and to recommend any necessary changes.
WHEREAS, there is a concern that the proliferation
of pawnshops poses a great threat to vital and stable neighborhoods; and
WHEREAS, there is a concern that pawnshops
contribute to the area crime rate; and
WHEREAS, the City currently regulates pawnbrokers
through licensing requirements in accordance with Chapter 27 of the Code of
General Ordinances; and
WHEREAS, pawnshops are currently first allowed to
locate in any area zoned District C-2 (Local Retail Business) without any
specific locational and spacing requirements; and
WHEREAS, since pawnshops may have a deleterious
effect on their neighbors, the Council desires that the City Manager conduct a
full evaluation and investigation of the regulation of pawnshops in the City to
determine appropriate regulations which may be imposed so as to protect the
City's most important resources, the neighborhoods; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That the Mayor and Council hereby direct the City
Manager to investigate and evaluate the regulation and location of pawnshops in
the City and to act expeditiously in recommending any necessary changes in
order to protect the City's vital and stable neighborhoods.
