COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 060808

 

Appropriating funds in the amount of $1,500,000.00 from the Unappropriated Fund Balance of the Community Development Block Grant Year 31, No. 2660, for 97th and Eastern Avenue, 18th and Vine, Housing Services, and Minor Home Repair; and designating requisitioning authorities.

 

WHEREAS, the allocated Community Development Block Grant Year 31 (CDBG) funds will provide resources to CIMO for completion of infrastructure improvements and connecting low-to-moderate income residents to the Citys water and sewer system in the 97th and Eastern Avenue area; and

 

WHEREAS, CDBG funds will be made available to 18th and Vine for certain improvements of the 18th and Vine District; and Black Economic Union for rental assistance subsidies to new and growing businesses in the 18th and Vine District targeted area; and

 

WHEREAS, direct subsidy of gap financing will be provided to Westside Housing Organization, Neighborhood Housing Services, and other Community Development Corporations to ensure that cash flow issues do not undermine project completion in low-to-moderate income areas; and

 

WHEREAS, CDBG funds will be provided to assist low-to-moderate income residents with maintenance and repair of their homes; NOW, THEREFORE;

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That $1,500,000.00 is appropriated from the Unappropriated Fund Balance of the Community Development Block Grant (CDBG) Year 31, No. 2660, to the following accounts in the CDBG Year 31 Fund:

 

07-2660-105300-B 97th & Eastern Avenue $ 100,000.00

07-2660-645310-B

18th and Vine

400,000.00

07-2660-645313-B

07-2660-575313-B

Housing Services

Minor Home Repair

TOTAL

700,000.00

Section 2. That the Director of City Development is designated as requisitioning authority for Account Nos. 07-2660-645310, 07-2660-645313, and Neighborhood and Community Services is designated requisitioning authority for Account No. 07-2660-575313, and the City Managers Office is designated requisitioning authority for Account No. 07-2660-105300.
