COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 160839

 

Establishing the City of Kansas City’s major legislative priorities for the 2017 session of the Missouri General Assembly.

 

WHEREAS, the Missouri General Assembly will convene on January 4, 2017;

and

 

WHEREAS, the City has engaged in a process to identify its major priorities for the General Assembly; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. MAJOR PRIORITIES. That the City adopts the following priorities on matters that may come before the 2017 session of the Missouri General Assembly:

 

1.                  Preemption. Oppose any efforts to undermine local control for Kansas City, including any new state requirement or state budget decision that does not include adequate state funding.

 

2.                  Earnings Tax. Oppose any effort to undermine the Earnings Tax.

 

3.                  Discriminatory Laws. Oppose legislation that would be reasonably viewed as discriminatory toward any citizen of the State of Missouri and harmful to its economy.

 

4.                  University of Missouri-Kansas City. Support the University of Missouri-Kansas City’s (UMKC) Downtown Campus for the Arts, exploring all funding mechanisms for the State of Missouri to match the $48 million in private support that has been raised by UMKC;

 

5.                  REAL ID. Support legislation that would put Missouri in compliance with the REAL ID Act of 2005 which would allow passengers to continue to use driver’s licenses as a form of identification to travel.

 

6.                  Prescription Drug Monitoring Program. Support legislation establishing a prescription drug monitoring program (PDMP).

 

7.                  Medicaid Transformation. Encourage the General Assembly to support expansion and reform of the Missouri HealthNet (Medicaid) program to increase health care coverage for the region’s most vulnerable populations and reduce costs of uncompensated emergency care to hospital and safety net providers.

 

8.                  Property Registration. Support modification of Sec. 347.048, RSMo. to require limited liability corporations to file an affidavit with the name and address of at least one person who has management control of the property to allow more efficient tracking of property status, assist first-responders in notifying responsible parties in case management, and enable City and stakeholders opportunities to re-purpose and promote neighborhood revitalization and stabilize property values.

 

9.                  Receiverships. Support legislative changes to the receivership statute to add additional safeguards to ensure that the nuisance and vacancy on the subject property are abated.

 

Section 2. OTHER ORGANIZATIONS’ PRIORITIES. That the City supports the legislative positions adopted by the Kansas City, Missouri Health Commission, Mid-America Regional Council, reStart and KC Consensus Economic Development Agenda for the 2017 session of the General Assembly.
