COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 961639

 

Directing the City Manager to investigate and report to the City Council on the contracts involved in the guilty plea of Michelle Lathan and on general contract procedures in order to prevent fraudulent activities with regard to City contracts.

 

WHEREAS, on December 6, 1996, the guilty plea by Michelle Lathan in federal district court involved bribes to former Councilwoman Jeanne Robinson with regard to six City contracts; and

 

WHEREAS, it is of grave concern to the City Council that such fraudulent activities could occur on any City contract; and

 

WHEREAS, the City Council desires that the City Manager report to the City Operations Committee of the Council on the six contracts which were involved in the guilty plea by Michelle Lathan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Manager is hereby directed to investigate and report to the City Operations Committee of the City Council on Wednesday, January 15 at 10:00 a.m., on the contracts involved in Michelle Lathan's guilty plea and on general contract procedures in order to prevent fraudulent activities with regard to City contracts.
