RESOLUTION NO. 070369

 

Supporting the East Village Tax Increment Financing Redevelopment Area as the preferred location for the GSA Headquarters.

 

WHEREAS, on April 5, 2006, the Tax Increment Financing Commission of Kansas City, Missouri (the TIF Commission) adopted Resolution No. 4-30-06, unanimously approving the East Village Tax Increment Financing Plan (the Plan), designating an area identified by the Plan as a redevelopment area (the East Village Redevelopment Area) and recommending the Plan to the City Council (the Council) for approval; and

 

WHEREAS, the Council on May 4, 2006, by Ordinance No. 060455, approved the Plan; and

 

WHEREAS, the Missouri Department of Economic Development has issued a State Supplemental Tax Increment Financing Program Certificate of Approval, and the Missouri State Legislature, in the fiscal year 2007 State Budget, approved the Project for State Supplemental Tax Increment Financing; and

 

WHEREAS, the Plan contemplates the design, development and construction of a mixed use project, contemplating commercial and retail development, and both market rate and affordable housing opportunities (the Project); and

 

WHEREAS, the Project will result in the revitalization of an important part of the downtown core, improving a twelve block area in the east loop; and

 

WHEREAS, the Project will compliment the other redevelopment efforts that the Council and the City have previously invested in the downtown loop, including the new headquarters location for J.E. Dunn Construction Company that is part of the Project; and

 

WHEREAS, the developer of the commercial aspects of the Project has commenced discussions with the General Services Administration (GSA) about the consolidation of certain of the federal government operations in Kansas City into a first-class, headquarters office building in the East Village Redevelopment Area; and

 

WHEREAS, the Downtown Council and the Kansas City Area Transportation Authority have both previously approved resolutions in support of GSA consolidating its local operations into a headquarters in the East Village Redevelopment Area; and

 

WHEREAS, in connection with the developers efforts to attract GSA to the East Village Redevelopment Area, the Council wishes to demonstrate the Citys support to the Project as the preferred location in the City of Kansas City for the development of a new GSA facility; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council hereby expresses its support for the Project and the East Village Redevelopment Area as the preferred location for the development of a new GSA facility.

 

Section 2. That the City Manager is authorized and directed to take such actions as the City Manager, in his discretion, reasonably determines to be necessary to communicate to GSA the Councils support of the Project and the East Village Redevelopment Area as the preferred location for the development of a new GSA facility, and to otherwise implement the terms and spirit of this resolution.
