RESOLUTION NO. 940759

Approving the Strategic Plan for the Bi-State Empowerment Zone in accordance with the Omnibus Budget Reconciliation Act of 1993; authorizing submission of the application to the U.S. Department of Housing and Urban Development; and certifying said application.

WHEREAS, the Omnibus Budget Reconciliation Act of 1993 authorized the creation of urban and rural Empowerment Zones; and

WHEREAS, at least one Empowerment Zone must be located in a bi-state area with up to 50,000 people in 20 square miles; and

WHEREAS, the Empowerment Zone must be located in areas of pervasive poverty, unemployment and general distress; and

WHEREAS, the Council, pursuant to Resolution No. 940201, adopted February 17, 1994, expressed its intent to jointly sponsor an Empowerment Zone application with Kansas City, Kansas, and submit said application to the United States Department of Housing and Urban Development by June 30, 1994; and

WHEREAS, the Council, pursuant to Resolution No. 940546, adopted May 12, 1994, designated and approved the boundary for a Bi-State Empowerment Zone; and

WHEREAS, the Steering Committee on the Empowerment Zone has developed and approved a Strategic Plan which meets the United States Department of Housing and Urban Development nomination regulations for the Empowerment Zone Strategic Plan; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section A. That the Strategic Plan for the Empowerment Zone, a copy of which, in substantial form, is attached and is hereby approved.

Section B. That the Mayor is authorized to execute and submit, on behalf of the City of Kansas City, Missouri, the aforesaid application.

Section C. That the Council hereby certifies that said application has been prepared and submitted to the Department of Housing and Urban Development pursuant to and in accordance with the Department's rules and regulations including, but not limited to, Title 24, Part 597 of the Code of Federal Regulations.
