RESOLUTION NO. 010066

 

Amending the Washington Wheatley/Wendell Phillips/Downtown East Plan by amending the Proposed Land Use Plan and Map for an area generally bounded by 21st Street on the north, 27th Street on the south, Troost Avenue on the west and Vine Street on the east, by changing the recommended land uses for the area from institutional, open space, commercial and residential to institutional, open space, office, office/commercial, mixed use: residential/commercial/open space,mixed use: residential/office/open space, mixed use: residential/commercial and residential: low density and residential: medium density.

 

WHEREAS, on March 14, 1996, the City Council by Resolution No. 960082 adopted the Washington Wheatley/Wendell Phillips/Downtown East Plan being the Plan for development and redevelopment of that area generally located north of 27th Street, east of Troost Avenue, west of I-70, and south of Truman Road; and

 

WHEREAS, on July 23, 1998, the City Council approved an amendment to the Washington Wheatley/Wendell Phillips/Downtown East Plan through the passage of Resolution 960082 and further amended the Plan on January 4, 2001, through the passage of Resolution No. 001634; and

 

WHEREAS, after further review by the City Development Department it has been deemed appropriate to amend the Washington Wheatley/Wendell Phillips/Downtown East Plan as it affects an area generally bounded by 21st Street on the north, 27th Street on the south, Troost Avenue on the west and Vine Street on the east, by changing the recommended land uses for the area from institutional, open space, commercial and residential to institutional, open space, office, office/commercial, mixed use: residential/commercial/open space,mixed use: residential/office/open space, mixed use: residential/commercial and residential: low density and residential: medium density; and

 

WHEREAS, public notice of a hearing before the City Plan Commission was published on December 18, 2001; and

 

WHEREAS, the City Plan Commission considered such amendments to the Proposed Land Use Plan and Map on January 2, 2001; and

 

WHEREAS, after all interested persons were given an opportunity to present testimony, the City Plan Commission did on January 2, 2001, recommend approval of the proposed amendments to the Washington Wheatley/Wendell Phillips/Downtown East Plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Washington Wheatley/Wendell Phillips/Downtown East Plan is hereby amended as to the Proposed Land Use Plan and Map for an area generally bounded by 21st Street on the north, 27th Street on the south, Troost Avenue on the west and Vine Street on the east, by changing the recommended land uses for the area from institutional, open space, commercial and residential to institutional, open space, office, office/commercial, mixed use: residential/commercial/open space,mixed use: residential/office/open space, mixed use: residential/commercial and residential: low density and residential: medium density. A copy of said amendments to the Washington Wheatley/Wendell Phillips/Downtown East Plan is attached hereto as Exhibit A and incorporated herein by reference.

 


Section B. That the Washington Wheatley/Wendell Phillips/Downtown East Plan is consistent and complies with the FOCUS Kansas City Plan, adopted on October 30, 1997, by Committee Substitute for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City Plan.

 

Section C. That the Council finds and declares that before taking any action on the proposed amendment hereinabove, all public notices and hearings required by law have been given and had.
