COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 090534, AS AMENDED

 

Approving the application for funding under the Neighborhood Stabilization Program 2 in accordance with the Notice of Fund Availability for the Neighborhood Stabilization Program 2 under the American Recovery and Reinvestment Act, 2009; authorizing submission of said application to the U.S. Department of Housing and Urban Development; authorizing the application to be submitted jointly with the Mid-America Regional Council; and certifying said application.

 

WHEREAS, in February 2009, Congress enacted Public Law 111-005, the American Recovery and Reinvestment Act of 2009 (ARRA), which through Title XII of Division A amended the Housing and Economic Recovery Act of 2008 (HERA), Public Law 110-289, to authorize the Neighborhood Stabilization Program 2; and

 

WHEREAS, the American Recovery and Reinvestment Act of 2009 (ARRA) provided funding to the U.S. Department of Housing and Urban Development (HUD) to allocate by competition to grantees to carry out Neighborhood Stabilization Program activities; and

 

WHEREAS, the purpose of the program is to stabilize communities that have suffered from foreclosures and abandonment through the purchase and redevelopment of foreclosed and abandoned homes and residential properties; and

 

WHEREAS, the City of Kansas City, Missouri desires to submit an application for funding under the Neighborhood Stabilization Program 2 (NSP 2); and

 

WHEREAS, the City desires to include the following census tracts in the following areas in its application for funding: tract 6.00 in the Northeast; tracts 22.00, 34.00, 35.01 and 36.01 in E. 23rd Street; tracts 33.00 and 37.00 in Washington-Wheatly; tracts 54.00, 55.00, 62.00, 63.00 and 64.01 in Ivanhoe; tracts 64.02 and 63.03 in Manheim; tracts 56.02 and 61.00 in Oak Park; tract 76.00 in Blue Hills; tracts 129.02, 130.02, 130.03,132.03 and 132.04 in Ruskin; tracts 75.00, 76.01, and 77.01 in Green Impact Zone; tracts 30.00 and 45.00 in Westside; and tract 210.02 in Northland; and

WHEREAS, the Mid-America Regional Council (MARC) is a nonprofit association of city and county governments and the metropolitan planning organization for the bistate Kansas City region that promotes regional cooperation; and

WHEREAS, MARC is submitting a regional application for NSP2 funding and has partnered with several entities including the Local Initiatives Support Corporation, Home Builders Association of Greater Kansas City and Swope Community Builders whereby its application will represent cross-state and cross-jurisdictional cooperation and is innovative by being the only application in the nation to be a grass roots plan that has a wide variety of entities represented, all of which have a history of delivering for the community, and the City desires to partner with MARC in order to submit the most desirable application in this highly competitive process; and

WHEREAS, in order to compete for this funding, the City must submit an application to HUD no later than July 17, 2009; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the application prepared pursuant to the May 4, 2009 Notice of Fund Availability for Fiscal Year 2009 Neighborhood Stabilization Program 2 (Docket No. FR-5321-N-01) under the American Recovery and Reinvestment Act of 2009, a copy of which, in substantial form, is on file in the office of the Acting Director of Housing and Community Development , is hereby approved.

 

Section 2. That the application will identify and include the following census tracts in the following areas in its request for funding: tract 6.00 in the Northeast; tracts 22.00, 34.00, 35.01 and 36.01 in E. 23rd Street; tracts 33.00 and 37.00 in Washington-Wheatly; tracts 54.00, 55.00, 62.00, 63.00 and 64.01 in Ivanhoe; tracts 64.02 and 63.03 in Manheim; tracts 56.02 and 61.00 in Oak Park; tract 76.00 in Blue Hills; tracts 129.02, 130.02, 130.03,132.03 and 132.04 in Ruskin; tracts 75.00, 76.01, and 77.01 in Green Impact Zone; tracts 30.00 and 45.00 in Westside and tract 210.02 in Northland..

 

Section 3. That the City and Mid-America Regional Council will be submitting a joint application.

 

Section 4. That the Mayor, on behalf of the City of Kansas City, Missouri is hereby authorized to execute and submit the aforesaid application to the United States Department of Housing and Urban Development.

 

Section 5. That the City Council hereby certifies that said application has been prepared pursuant to and in accordance with the American Recovery and Reinvestment Act of 2009 (ARRA), as well as with U.S. Department of Housing and Urban Development standard rules and regulations pertaining to the use of Community Development Block Grant funds.
